About the Structural Maintenance Yard
The mission of the Structural Maintenance Yard is to provide superior, professional maintenance services to ensure Recreation and Park facilities foster a sense of community pride and well-being, and meet the high expectation and need of park patrons. The Structural Maintenance Yard is organized into 10 shops, thirteen 13 trades: Carpenters, Cement Masons, Electricians, Heavy Equipment Operations (includes: Operating Engineers, Truck Drivers, Laborers, and Riggers), Iron Workers, Painters, Roofers, Sheet Metal Workers, and Stationary Engineers. Structural Maintenance has two major functions: routine repairs and maintenance, and deferred maintenance projects. Routine repairs and maintenance is performed daily to secure the safety and guarantee the operations of our facilities. Deferred maintenance includes capital-funded projects and philanthropy projects initiated through funding provided by donors for park improvements.

Job Description

Under the direction of the Assistant Superintendent of Structural Maintenance, this position is responsible for planning and directing the day-to-day functions of Carpenters and other various craft shop personnel. The essential duties include:

  1. Oversees the work of craft personnel (e.g., carpenters, ornamental iron workers, roofers) engaged in the construction, maintenance, alteration and repair of various department facilities, structures, and fixtures to ensure proper completion of work using the department’s Total Managed Assets (TMA) database system and various resources (e.g., Cal-OSHA, Uniform Building Code and departmental procedures);
  2. Tracks and reconciles expenditures for day-to-day jobs and special projects including labor, materials, supplies, tools, equipment, etc. to ensure expenses are in line with approved budget;
  3. Prepares estimates for current and future jobs including labor, materials, supplies, tools, equipment, etc. necessary for cost analysis, planning and developing projects using various resources (e.g., job specifications, blueprints, cost estimate books);
  4. Procures materials, supplies, tools, equipment, etc. necessary to complete jobs and special projects using various resources (catalogs, vendors, job specifications and budget requirements);
  5. Implements process improvements to ensure jobs are completed efficiently and without waste using knowledge of Lean methodology (e.g., 5S, Rapid Improvement Events, JDI, JIT, Bottleneck Analysis, Value Stream Mapping);
  6. Inspects work of craft personnel (e.g., carpenters) to ensure completed product meets specified requirements and compliance with various laws, regulations, and codes using various resources (e.g., job specifications, Cal-OSHA, Uniform Building Code, California Fire Code);
  7. Promotes a work environment free of discrimination and harassment necessary to produce a hostile-free workplace using various resources (e.g., City/departmental policies, trainings);
  8. Supports the Assistant Superintendent of Structural Maintenance with development of craft personnel to ensure conformity with industry changes and compliance with various laws, regulations, and codes by identifying training opportunities;
  9. Communicates in a professional and effective manner with other department personnel, representatives of other City departments, outside organizations, and the public as it related to accomplishing work-related goals;
  10. Drives a department vehicle to/from the department’s Structural Maintenance Yard, job sites, and various meeting locations (e.g., McLaren Lodge) necessary for day-to-day work
  11. Performs related duties as required.

Qualifications

Experience: Six (6) years of verifiable experience as a journey-level carpenter (experience, as a carpenter’s helper is NOT qualifying). Two (2) years of this experience must have been at a level equivalent to Carpenter Supervisor I in the City and County of San Francisco.

Education: Completion of a four year recognized carpenter apprenticeship program; AND

License: Possession of a valid California Driver’s License.

Substitution: Additional qualifying journey-level carpenter experience may be substituted for the required carpentry apprenticeship program on a year-for-year basis.

Compensation: $121,394 - $147,550 annually
 

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) that will be emailed following the application deadline. Applicants will be required to respond to the MQSQ in the time frame indicated, and submit their answers as directed. 

Basic Supervisory Exam (Weight: 50%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. The Basic Supervisory Exam will be administered either on a computer or in paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used.

Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Evaluation: Weight: 50% 
Candidates who receive a passing score on the Basic Supervisory Exam (BSE) will be provided via email, a Supplemental Questionnaire Evaluation. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. Candidates must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.  

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

Eligible List Duration: The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
