Company Description

The Department of Building Inspection oversees the effective, efficient, fair and safe enforcement of City building, housing, plumbing, electrical, mechanical, and disability access codes for San Francisco’s more than 200,000 buildings.  This position is located in the Administrative Services Division, which provides support to the Department in the areas of fiscal management, purchasing, and business analysis, as well as automated data capture, data management, and report dissemination for generation of monthly, quarterly and annual reports detailing the Department’s overall performance.

Job Description

Under general direction of the Deputy Director of Administration Services, the Finance and Administration Manager manages the financial and administrative functions of multiple, special fund department. Special funds have various legal and operational considerations requiring the manager to ensure compliance with various city and state regulations. Supervises accounting and purchasing functions. Oversees other internal operations such as fleet management and facilities. Manages revenue collections/reporting of multiple special funds totaling over $90 million. Works with DBI staff; city departments; suppliers and others on finance, budget and administration matters.

Exercises supervision, coordination and control of the Finance and Administration Division including fiscal management, purchasing, cashiering, fleet management, facilities management etc.

The essential functions of this position include:

  • Analyzes and ensures compliances with applicable laws, regulations and procedures
  • Directs the preparation of department fiscal and statistical reports; proposed programs and assists in development and monitoring of performance measures.
  • Directs and drafts reports to the Deputy Director of Administrative Services recommending actions and/or improvements to department internal operations.
  • Assist Deputy Director identify division goals and objectives.
  • Analyzes accounting, financial, and internal operations workload and reviews subordinate personnel performances to determine most efficient manner of performing Finance/Administration division work and improve performance.
  • Assists with budget including, fiscal year budget development, mid-year budget adjustments, financial reporting, year-end financial statement analytics etc.
  • Manages the department’s Point of Sales system including daily revenue collection/reconciliation; and audits, etc.
  • Develops and implements finance and administration policies/procedures.
  • Manages the department fleet including vehicle assignment, GPS reporting etc.
  • Uses the City’s Financial and Procurement System for processing, tracking, and reporting activities related to finance, budget, contracts etc. Provides training to end users.
  • Performs other duties as assigned.

Qualifications

1. Possession of a Bachelor’s degree from an accredited college or university with major course work in public policy, public administration, business administration or finance., or a related field; AND

2. Five (5) years of professional experience in finance and budget in a governmental or large organization, including revenue collection. Experience must include at least three (3) years of experience in a senior level performing complex finance and budget work. Experience must also include at least three (3) years of supervisory/managerial experience.

Substitution: A Master’s degree from an accredited college or university in public policy, public administration, business administration or finance may substitute for one (1) year of the required experience.

Desirable Qualifications:

  • Experience working with the PeopleSoft Financials
  • Experience interacting effectively with diverse communities similar to those found in San Francisco

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedure:

Management Test Battery (MTB): (Weight: 40%)

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery to continue in the selection process.

This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Training and Experience Evaluation (Weight: 60%) Candidates who attain a minimum passing score on the Management Test Battery will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the position 0931 Manager III. All candidates’ responses to the Supplemental Questionnaire are subject to verification. All relevant experience, education and/or training must be included in the responses in order to be reviewed in the rating process.

Qualified candidates will also be sent the Minimum Qualification Supplemental Questionnaire (MQSQ) notice via email for completion prior to the creation of the eligible list. The notice will include the date by which responses must be received. Failure to complete this step by the established deadline will result in disqualification.

A passing score on the Management Test Battery, and Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Note: Only those applicants meeting the minimum qualifications will be notified of the exact date, time and place to report for the Management Test Battery and Supplemental Questionnaire. Certification Rule The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions. 

The purpose of an examination is to provide a list of qualified persons to be considered for employment. Candidates are ranked on an eligible list according to their overall scores in the examination.

The duration of the eligible list resulting from this examination process will be six months and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
