Job Description

Under the direction of 0941 Manager VI, Programs and Projects Manager, the Technical Project Manager will manage Airport Cellular Service Partner (CSP) activities to transition current cellular carriers (AT&T, T-Mobile, and Verizon) services/infrastructure from each of their separate distributed antenna systems to a single tenant hosted distributed antenna system (NH-DAS).  This position will be required to facilitate the coordination of various resources, the development of a project plan and provide oversight of the CSP to have a seamless transition of each existing carrier signal source to be migrated onto a single Airports NH DAS environment.  The Technical Project Manager will be responsible to ensure that the CSP and their Sub Contractors activities are coordinated with appropriate Airport contacts and are submitted for review through appropriate Airport approvals.

Job Duties:

  • Serve as Project Manager and provide technical oversight and guidance to ensure the successful implementation of the Neutral Hosted DAS project.
  • Manage and direct Neutral Host (NH) contractor with their involvement in working with carrier coordination.  
  • Provide a point of contact and advocate support for the NH contractor.
  • Maintain a high level of performance in a fast-paced dynamic environment.
  • Consult and coordinate with NH contractor in the development of the construction schedule for the complete system implementation.
  • Oversee the installation of all DAS modifications to meet the Airport Commission’s rules and regulations.
  • Anticipate, identify and document project obstacles to avoid delays and maintain forecasted deadlines.
  • Manage cell carriers to ensure the agreement, design and build go according to plan.
  • Drive metric performance reporting through the gathering of input from NH contractor and their installation subcontractors.
  • Identify, communicate and escalate gaps and slippage to airport IT management.
  • Work with the carrier’s technical RF leads to ensure additions are integrated efficiently.
  • Monitor and maintain the DAS system after implementation and work with carrier representation to maintain, repair, and upgrade the system as needed.
  • Works with the business and ITT on understanding, gathering and developing business and technical requirements based on business needs, business rules, workflow evaluation and technology options.
  • Develop and manage a detailed project plan. Maintains currency of project reporting as required.
  • Sets expectations with customers and project team members; identifies opportunities for improving service and existing business processes.
  • Manages project scope, risk, budget, schedule, resources, communications, info security, integration, procurement and quality of outcome.
  • Works with the business and ITT on understanding, gathering and developing business and technical requirements based on business needs, business rules, workflow evaluation and technology options.
  • Determines allocation of resources and installation schedules; oversees all phases of project implementation.
  • Monitors progress to ensure timely completion per project plan and schedule.  Communicates status to all key stakeholders on a regular basis per Communication Plan, including notification to all affected parties if project schedule is at risk of being delayed.
  • Performs risk assessment and develops and updates risk register on an ongoing basis to identify, assess and mitigate all key project risks relative to the successful delivery of the project.
  • Ensures effective communication between management, users, and external consultants.
  • Coordinates multi-vendor support for the technical and administrative resolution of problems.
  • Prepares various documents including regular status reports, budget cost estimates and updates, feasibility studies and project implementation proposals, documents and schedules.
  • Establishes a budget plan.  Manages project expenses against budget and updates the budget plan regularly to ensure project stays within budget.
  • Develops appropriate IT business relationships with key stakeholders and Airport departments.
  • Ensures turnover and support documentation is developed, implemented and managed through the life of the project. 
  • Completes other assigned tasks based on new priorities and/or other ITT management needs.
  • Performs other duties as assigned.

Qualifications

Education: 

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND

Experience: 

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience. 

Please note:  The above years of experiences requirement must be obtained within the last ten (10) years.

Substitution:  Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).  Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

Working Condition:  Essential duties require the following physical skills and work environment:  Ability to work in a standard office environment which may involve prolonged sitting, bending and operation of typing, word processing and other office equipment; and ability to work evening meetings.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Verifiable experience in Project Management of a Cellular DAS deployments for an Airport, Stadium or Campus.
  • Minimum 10 Years of experience in wireless communications and telecommunications planning, implementations and turnups from a project management perspective.
  • Experienced with carrier RF system design and optimization practices.
  • Thorough knowledge of DAS technology, architecture, fiber design and deployment requirements.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
