What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

What You’ll Be Doing

Essential Duties and Responsibilities:

·         Supervise the HSH Guest Placement Team whose main duties are organizing placements from SIP hotels and into temporary shelter sites.

  • Monitor and Manage the HSH Temporary Shelter centralized referral system in order to ensure effective placement of clients into grant-funded temporary shelter programs consistent with the Department’s targets and goals. 
  • Assist with tracking placements/ transfers and validate data in the ONE System and RTZ.

·         Follow-up with temporary shelter sites to confirm the number of rooms available at designated sites.

  • Coordinate with homeless outreach teams and other referral entities to assign placements based on the Department’s established referral priorities.
  • Follow up on SIP exit appeals, interview guest(s) and staff involved and approve of the final decision to exit or transfer.
  • Facilitate daily meetings with the Guest Placement Team to keep up to date on the number of placements/transfers and activity on two shared inboxes ( HSH Placements and HSB Housing)
  • Work closely with the Shelter Program Management team to respond to issues that arise during the placement of shelter guests or onsite at the programs. Assist PMs with critical incidents involving guests, and with any exits or transfers.
  • Approve and maintain Guest Placement workflow templates to ensure effective/efficient onboarding of new staff and consistent coverage of operational needs.
  • Lead the planning, analysis, and evaluation of policies/reports/analytics concerning Temporary Shelter allocations/placements, identify/troubleshoot discrepancies in RTZ and the One System with multiple Data Teams across multiple departments, and maintain Temporary Shelter Placement/Guest Services dashboard in Power BI.
  • Assist in the development of policies and procedures for Homeless Programs with other program managers, executive staff and community based organizations or non-profit grantees, as well as analyzing proposals and reviewing policies in order to determine if the proposed items are consistent with the HSH’s mission and goals.
  • Provide technical and administrative assistance as needed. Analyze the impact of policies, procedures, laws and regulations in order to determine their effect on client population and departmental objectives; conduct presentations to commission, task forces and committees; hold meetings with grant-funded agencies to discuss policies, procedures and planning. Provide quality assurance and technical assistance to grant-funded agencies to achieve departmental goals and implement best practices.
  • Attend daily and weekly meetings to ensure all outstanding issues are addressed. This include:1) Daily placement call facilitated by Guest Placement Lead; make final decisions on the call as needed.2) Weekly Guest Support Meeting to keep up to date on activities at sites and implementing new policies. Coordinate with DPH, CBO’s, HSH and HSA staff as needed, Rehousing Meetings to ensure guests that are rehoused and move out of the SIP system stay connected with behavioral health, medical, and other services and benefits.

Qualifications

Minimum Qualifications

A Baccalaureate degree in social work, public administration, business administration or a related field.

Substitution for Education:

Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

AND

Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.
