Job Description

Safety and Justice Challenge

The John D. and Catherine T. MacArthur Foundation’s Safety and Justice Challenge recognizes that there are better, fairer, and more effective alternatives to excessive jail incarceration. Key to beginning and sustaining reform efforts is an understanding of how jail use has changed, and what impacts this growth has had on individuals, communities, and the economy. San Francisco is one of 25 jurisdictions across the country funded to implement reforms furthering fairer, more effective justice systems that protect public safety. A multi-disciplinary team representing several City and County Departments collaborates to implement strategies targeted toward safely reducing the jail population. The grant initiative is administered by the District Attorney’s Office.

Criminal Justice Racial Equity Statement

The San Francisco Community Corrections Partnership, Juvenile Justice Coordinating Council, Reentry Council and Sentencing Commission prioritize racial equity so that all people may thrive. Position Description

Under the general direction of the Director of Policy, the Safety and Justice Challenge Director manages the activities of the SJC Initiative which may include conducting qualitative and quantitative analytical work in support of the SFDA and partner agency policy, operations, and research agendas.

Essential duties include but are not limited to:

  1. Directs, oversees and conducts difficult, sensitive, highly visible and complex analytical work that has significant impact on the functions and operations of SFDA and SJC partners;
  2. Confers with senior management staff to discuss, evaluate and make policy recommendations on special projects and/or a variety of complex, sensitive or highly visible administrative, organizational, policy, budget, fiscal, and other issues related to important functions of the SFDA and SJC partners;
  3. Responds to informational requests, including those of a highly sensitive nature; typically supervises and trains clerical, technical, and professional staff;
  4. May coordinate and direct complex financial or operational activities; acts as executive assistant and provide administrative analysis to high-level managers or department head; assists management in coordinating and/or negotiating complex administrative, organizational, policy, budget, fiscal, and other issues related to important functions of assigned department with outside departments, agencies and organizations; may represent the department to the Mayor's Office, Board of Supervisors, Controller's Office, other City officials, outside agencies or the general public;
  5. Coordinates, develops, manages and monitors a grant budget of moderate complexity or assists in the development and management of a departmental budget of greater complexity;
  6. Coordinates the activities related to the application for, and management of multiple source grants;
  7. Establishes, administers, monitors, coordinates and acts as liaison regarding application for and management of complex, multiple-source projects and/or grants;
  8. Analyzes and interprets existing, newly enacted and proposed local, state, federal legislation and regulation for policy and financial impact on the department and SJC Initiative;
  9. Analyzes existing and proposed administrative policies and procedures as well as organizational problems;
  10. Establishes and maintains contact with partners including technical assistance providers, funders and governmental agencies;
  11. Perform other related duties, as assigned.

Qualifications

  1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and five (5) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR
  2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
  4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A.

Substitution:

Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

Note A

Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

Note B

Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Desirable Qualifications

The following desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring: 

  • Degree in criminal justice, computer science, or other related field; or comparable experience in related working environments.
  • Extensive experience with criminal justice systems, including but not limited to basic familiarity with California criminal procedures and statutes.

NOTE - CONDITION OF EMPLOYMENT: SECURITY CLEARANCE

Security clearance is required as a condition of employment. Candidates for employment with the District Attorney’s Office are required to undergo a background investigation to determine suitability for employment in the classification and department.  Failure to maintain security clearance may be the basis for termination from employment with the District Attorney’s Office.
