Job Description

Under general direction of the Manager of Crime Analysis Unit (CAU), the 1823 - Senior Admin Analyst functions as a Crime Analyst II.  The Crime Analyst II will provide basic supervisory principles and practice in identifying and implementing analytical methodology in both data collection and case support.  The Crime Analyst II will assist the manager in developing and implementing programs to ensure compliance of the departments policies and procedure; and perform a variety of professional crime analyst duties.

The essential duties of this position include, but are not limited to:

  • Identifies, creates, and implements best practices to improve crime analysis within the unit.
  • Tracks and monitors key data matrixes on a weekly, monthly, and quarterly basis.
  • Provides input and assists in developing policies and procedures.
  • Collects, researches, analyzes and assesses raw data from a variety of sources
  • Prepares complex analytical reports and provide recommendations on strategic decisions.  
  • Coordinates and reviews work of others for completeness and accuracy.  
  • Assists in establishing systems for tracking performance measures, statistics and activities.   
  • Make oral presentations, creates presentation and generates maps as needed.  
  • Responds to request for crime analysis information including liaison work in sharing and dissemination of crime information.  

Performs related duties and responsibilities as assigned.

Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in crime data analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex crime data analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as criminal justice, public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications & Experience:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Proficiency in MS Office Suite applications such as Excel, Word, PowerPoint, Adobe and/or other database software.
  • Knowledge of Power BI, Dashboards and Sharepoint
  • Two years verifiable criminal intelligence experience in law enforcement or military environment. 
  • Experience working with crime data within a law enforcement environment, using a variety of analytical techniques, complex problem-analysis or intelligence-analysis which includes research methods.  Possession of professional analytical training at the local, State or Federal level preferred.

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of  controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo  drug/alcohol screening, and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.

San Francisco Police Department (SFPD) job applicants would need to provide official verification consistent with the City's COVID-19 policy they are "Fully Vaccinated/Full Vaccination" before they can advance to the required Background Process phase of the recruitment process.
