Job Description

Highly responsible managerial, professional, administrative, and technical position representing the City of Seminole involved in directing and controlling all phases of the City's Fire Rescue Department in an efficient and cost-effective manner with emphasis on employee relations and team work. Duties are performed in accordance with applicable laws, existing City and Departmental policies and procedures and Collective Bargaining Agreement with considerable latitude in decision making and the leadership of the Department. Duties are performed under the general and administrative direction of the City Manager. Required to carry a cellular phone on and off duty.  The rank of Fire Chief is senior in rank and responsible for all other positions within the Fire Rescue Department.  The person in this position is solely accountable for the fulfillment of all duties and authority commensurate with assigned responsibilities. During occasions of local emergencies, this position shall be required to perform emergency tasks which may result in extended work hours as well as extended periods of time away from family members.

Pay Range: $88,166.59 - $132,249.89/Annual Equivalent

Required Skills/Abilities:

Graduation from an accredited college or university with a Bachelor's Degree in Fire Science, Public Administration, Business Administration, or a related field.  Ten (10) years of experience in the Fire Service with five (5) years of experience at the command level equivalent to District Chief or higher.  Must be a non-smoking/non-tobacco using person, both on and off the job, for at least one year prior to the time of employment and maintain the same status throughout the term of employment.  Shall successfully pass any Department administered or required written or oral examinations prior to employment.  Extensive knowledge of the appropriate procedures and methods used in providing safety and comfort in the handling and treating of patients.  Extensive knowledge of pre-hospital patient care for Basic and Advanced Life Support.  Extensive knowledge of fire suppression and prevention methods, procedures, and techniques.  Ability to establish and maintain effective working relationships with: City employees, colleagues, the City Manager, and the general public as necessitated by the work. Ability to communicate clearly and concisely, both orally and in writing.  Ability to organize and direct firefighting and emergency medical services of broad scope and complexity.  Ability to effectively and efficiently plan, assign, supervise, evaluate, and direct assigned personnel to maximize the efficiency and effectiveness of the delivery of services by the Department and to promote team unity.  Must pass a physical examination by the City's contracted physician as prescribed by the Florida Firefighters Standards Council.  Ability to use considerable independent judgment and discretion in routine and non-routine situations which may occur.  Ability to regulate and control firefighting and emergency medical programs, expenditures, and equipment.  Ability to apply analytical skills for all related activities and interpret data for making effective decisions, recommendations, reports, etc., among others.  Must live within the Seminole Fire District.

 Licenses, Certifications or Registrations:

Possession and maintenance of a current State of Florida Firefighter Minimum Standards Compliance Certificate or ability to attain certification within one year of employment.  Must possess and maintain Florida EMT or Paramedic Certification.  Possession and maintenance of a Florida Class E Driver's License. Successful completion of Florida Bureau of Fire Standards, Fire Officer I, or higher required. Executive Fire Officer Certificate from the National Fire Academy preferred.

 Physical Requirements:

Must be able to wear all assigned bunker gear and effectively perform emergency scene duties.  When at the fire scene, requires the ability to lift and carry heavy weights (forty-five (45) pounds and over), good vision, good hearing, ability to distinguish odors, ability to walk, run, drive vehicles, crawl, stoop, push, pull, jump, and use other emergency and firefighting equipment as required.  Requires the ability to operate telephones, smart phones, tablets, photo copiers, desktop and/or laptop computers.

 Working Conditions:

A considerable amount of time is spent working inside Station facilities. Outside work may occasionally be performed in emergency conditions which may often involve extreme danger and exertion under stressful and hazardous conditions such as flames, smoke, hazardous materials, cramped conditions, charged or oxygen deficient atmospheres, downed power lines, in and among moving vehicles in varying and inclement weather, among others.
