Job Description

The position is primarily responsible for the supervision of all department personnel performing routine and emergency duties and requires the application of technical knowledge in EMS.  Emphasis placed on developing employee relations and building teamwork among personnel.  The person in this position is required to wear a Department uniform and must maintain communications with the Department while on and off-duty.  The position requires considerable discretion, independent judgment, and latitude in decision-making.  The person in this position is solely accountable for fulfillment of all duties and authority commensurate with assigned responsibilities.  During occasions of local emergencies, this position shall be required to perform emergency tasks, which may result in extended work hours as well as extended periods away from family members.

This is a 40 hour per week position, normal business hours are Monday - Friday from 8:00am to 4:30pm.

Responsibilities include, but are not limited to:

  • Oversight of all line personnel involved in EMS operations and activities including the EMS inspections of personnel on a regular basis.
  • Responsible for improving and maintaining the proficiency of all line personnel in all EMS related issues, including direct supervision on EMS incidents, training, guidance, and counseling as necessary.  Ensures that all personnel comply with Departmental, City, and County, policies, procedures, rules, and regulations. 
  • Responsible for Quality Assurance (QA) of all EMS reports, major incidents, and other EMS related issues.
  • Responsible for evaluating EMS personnel on knowledge, skills and abilities, and provides guidance in navigating the Pinellas County EMS Protocols and Rules and Regulations.
  • Oversees all matters regarding EMS supplies and equipment to ensure operational readiness.
  • Functions as a CME instructor for the Pinellas County Office of the Medical Director and the Department when needed
  • Supervises the EMS Technician.

Pay range: $66,082.99 - $95,820.37 annually

Qualifications

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS AND ABILITIES)

A minimum of an Associate Degree from an accredited college or university OR, the ability to obtain an Associate Degree within one (1) year of appointment and three (3) years experience as a Lieutenant, (or command level equivalent).  Candidates must have a minimum of five (5) years of experience as a certified paramedic with two (2) years of EMS supervisory experience.  Candidates may be required to completed the Department’s Acting District Chief program or have equivalent command experience.  Must be a non-user of tobacco, tobacco products, or nicotine products, both on and off the job, at time of employment and maintain the same status throughout the term of employment.   Extensive knowledge of, and ability to, organize and direct EMS activities of a broad scope and complexity; ability to manage and motivate assigned personnel to maximize efficiency, effectiveness, and team unity in the delivery of emergency services; extensive knowledge of Departmental and City operating policies, procedures, rules, and regulations; and extensive knowledge of the Collective Bargaining Agreement.   Ability to communicate clearly and concisely, both orally and in writing and the ability to use independent judgment in routine and non-routine situations is required.  Shall successfully pass any required written or oral examinations prior to appointment.  Excellent physical condition and the ability to pass a physical examination.  Ability to use a variety of electronic devices such as computers, tablets, and digital devices

LICENSES, CERTIFICATIONS, OR REGISTRATIONS

Possess and maintain State of Florida Firefighter Minimum Standards Compliance Certificate.  Possess and maintain minimum Florida Paramedic Certification and all certification requirements of the Office of the Medical Director for Pinellas County, or the ability to obtain within six (6) months from time of appointment.  Possess and maintain minimum Florida Class E Driver's License.  Certified as Fire Officer II through the Florida Bureau of Fire Standards, or the ability to obtain the certification within 12 months of appointment.    

  ESSENTIAL PHYSICAL SKILLS

This position requires frequent repetitive motion, including fine manipulations, grasping, reaching and lifting objects weighing 25 pounds or less.  Occasionally this position requires bending/stooping, pulling, pushing and heavy lifting and/or carrying of objects weighing over 50 pounds.  The employee is required to stand, walk, sit or reach with hands and arms, climb or balance, stoop, kneel, crouch, crawl, jog, or run.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The employee must have the ability to: safely wear and work in all assigned personal protective equipment, including a Self-Contained Breathing Apparatus (SCBA) without medical or physical restrictions; stamina to perform administrative functions and to meet physical and mental demands during an extended emergency.
