Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The Investigations & Intelligence Division is the newly-integrated investigative branch of the DOC and reports through the Senior Deputy Commissioner of Investigations, Intelligence & Accountability (IIA) to the DOC’s Remediation Manager. The Division strives to prevent crime and other acts of misconduct within DOC’s jails, and investigates all allegations of staff misconduct and alleged wrongdoing by people in custody and visitors to DOC’s jails.

Specifically, the Investigation Division (ID) is integral to the DOC’s efforts to ensure the integrity, professionalism, and accountability of its staff and is responsible for investigating acts of staff misconduct both on and off-duty; excessive use of force incidents, complaints and allegations; undue familiarity with people in custody; firearms regulation violations; erroneous discharges; escapes of people in custody; improper outside employment; and any other staff conduct deemed unbecoming as a member of the DOC or any staff actions that discredit the DOC. The Investigation Division works hand in hand with the New York City Department of Investigation to combat corruption within the DOC. The Investigation Division is also required, under the Nunez Consent Judgment, to adhere to deadlines ensuring timely and thorough investigations into Use of Force claims; the Division is scrutinized for compliance with these standards by a Federal Monitor.

The Early Intervention Support & Supervision (EISS) unit falls within the Investigations & Intelligence Division. EISS seeks to identify and rehabilitate staff who have been involved in multiple acts of misconduct or demonstrate behavior that warrants redirection.

The Correction Intelligence Bureau (CIB) proactively gathers intel from within the jails to interdict contraband, to guide facility managers regarding safe placement of individuals, and to investigate and prevent criminal activity within New York City jails. CIB investigators pursue the arrest of visitors or rearrest of people in custody who commit crimes in DOC facilities. CIB staff collect and test evidence, support the District Attorneys Offices in their pursuit of criminal convictions for crimes committed in DOC’s jails, and routinely liaise with external local, state and federal agencies to assist with highly confidential operations.

Under executive direction of the Senior Deputy Commissioner of Investigations, Intelligence & Accountability, and with the broadest possible latitude to exercise independent judgment, the Deputy Commissioner of Investigations & Intelligence will assist the Senior Deputy Commissioner with leading the Investigations Division, EISS, and CIB. They will be responsible for managing and supervising all facets of investigations, making recommendations and determinations on the hiring and promotion of investigative staff, directing investigator training, setting strategic direction for the divisions, performing related duties as requested, and serving as partner to DOC’s Deputy Commissioner of Accountability.
