Job Description
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
New York City has approximately 140,000 catch basins, 114,000 hydrants, 90,000 valves, 14 gatehouses, 3 reservoirs, 68 groundwater wells, a 100 million gallon underground storage tank and 7,000 miles each of both sanitary sewers and water mains. The responsibility of maintaining these vast networks falls under the Department of Environmental Protection’s Bureau of Water and Sewer Operations (BWSO).
Under the leadership of the Assistant Commissioner of Business Operations, Core Services & Digital Transformation of the Bureau of Water & Sewer Operation (BWSO), the PBOM Director oversees Project and Business Operations Management (PBOM) to ensure that programs and projects meet the organization’s goals and strategic plan. The Director develops and implements business processes and policies, directs project management staff, and works with other department leaders to define, prioritize, and develop projects and programs. The director is also responsible for the overall project management function, providing leadership, coordination, and management of project management processes and functions.
The Office of Project and Business Operations Management was established to oversee priority projects to support the Bureau’s mission, track strategic initiatives, and measure performance for greater progress and accountability. Initiate and direct planning and analyses projects aimed at maintaining and improving operations and planning for various Bureau clients. Supervise complex mapping and analytical projects for use in operations and long-term planning decision making. Direct implementation of Bureau-wide standard operating procedures (SOP) initiatives including determination of plan and procedure changes, templates, and mechanisms for tracking, updating and maintaining the SOPs.
This includes the following sections and groups: Office Business Process Analytics, Project Management and Online Permitting.
Under executive direction, with latitude to exercise independent judgment and initiative, the Director will:
- Deliver analysis and project management support for engineering and operational divisions within BWSO
- Seek and identify opportunities for performance enhancements within the engineering and operational divisions, and for end-to-end business support functions that cross both engineering and operations
- Lead/Support, directly or via the PBOM team, BWSO’s multi-division (non-engineering) related analysis and projects
- Lend their expertise to drive impact on multiple and diverse projects
- Advise on critical initiatives to improve efficiency and service delivery for key departmental services
- Manage projects; liaise between departmental leadership and initiative owners to ensure program objectives are achieved
- Critically assess project plans, resources, milestones, key performance indicators (KPIs), and internal governance structure to ensure programs are feasible
- Ensure analysis and project management processes and tools are available and consistently used across divisions to standardize approach. Coach and train initiative owners to develop project plans and any other project management tools and techniques
- Manage and track program processes and outcomes (e.g., KPIs); proactively solve problems and/or escalate program issues to fast-track resolutions; reporting to senior leadership and external stakeholders
- Ensure effective and consistent working practices are in place across all business operation areas for Business Analysis, Governance, and Quality Assurance
- Ensure, for all business operations areas, that a library of assets including SOPs and process flows, are created, maintained, and used to identify business improvement opportunities
- Work with department leaders to draw critical links to maximize program impact; develop insights for senior leadership on program progress; orchestrate cross-bureau communication and stakeholder meetings
- Use internal proprietary online tools to track and analyze progress of programs across the delivery system; perform special projects and related duties as assigned
In addition, it includes supporting, defining, and aligning external water and sewer projects, maintaining a definitive list of projects in the portfolio, and managing the projects from initial intake, scoping, & analysis through permits and sign-offs.

Qualifications
A Baccalaureate degree from an accredited college or university and three years of fulltime satisfactory professional experience related to the projects and policies to be studied in the particular position including eighteen months of experience in a managerial, consultative, administrative or supervisory capacity.
