Position Summary
Reporting to the Senior Manager, Talent & Leadership Development, the Junior Talent Development Specialist provides day-to-day support for TRS's talent and leadership development initiatives, with primary responsibility for mentoring administration, performance management coordination, succession and talent review support, and career and employee development activities.
The position works closely with the Senior Manager to implement and support the development of assigned talent-development programs, maintain accurate talent and program information, prepare employee and manager resources, support effective communication and follow-through, and assist with program evaluation and process improvement.
The ideal candidate is highly organized, detail oriented, collaborative, responsive, with an interest in building expertise in learning, talent, and organizational development.
Key Responsibilities
Mentoring Program
- Coordinate the day-to-day administration and coordination of the agency's mentoring program.
- Manage program scheduling, participant communications, applicant tracking, mentor/mentee matching, orientation activities, program launch and related logistics.
- Serve as a primary point of contact for mentors and mentees regarding schedules, program requirements, resources, and routine questions.
- Coordinate mentoring meetings, workshops, check-ins, and other program activities.
- Maintain accurate participation, attendance, milestones and completion records.
- Prepare mentoring communications, guides, presentations, and other program resources.
- Collect participant feedback and prepare information for review by the Senior Manager.
- Implement approved program enhancements and improvements.
Learning Management System (LMS)
- Provide day-to-day LMS administrative support for Talent Development programs and assigned learning initiatives.
- Create and maintain courses, learning assignments, enrollments, user records, and course materials as assigned.
- Monitor course participation and completion and generate routine reports.
- Maintain accurate learning and user records and support data-quality reviews.
- Assist employees and managers with basic LMS questions and troubleshooting.
- Support LMS reporting and functionality needed for Talent Development programs.
- Escalate technical issues or system enhancement needs to the appropriate manager or technical resource.
Performance Management & Evaluations
- Support the administration and coordination of the agency’s performance management and evaluation process.
- Coordinate evaluation-cycle communications, schedules, training sessions, tracking, reminders, and other administrative activities.
- Maintain accurate performance evaluation tracking information and program documentation.
- Assist with the preparation and distribution of manager and employee resources, guides, presentations, and communications.
- Compile performance management data and prepare routine reports for review by the Senior Manager.
- Respond to routine employee and manager questions regarding established performance management processes and escalate substantive matters as appropriate.
- Provide project and administrative support for approved enhancements to performance management tools, systems, and processes.
Succession Planning & Talent Review
- Provide administrative and coordination support for succession planning and talent review activities under the direction of the Senior Manager.
- Collect, organize, and maintain workforce and talent information used in succession and talent review processes.
- Prepare reports, presentations, tracking tools, and other materials for talent review and succession planning activities.
- Coordinate meetings, assessments, surveys, development activities and related scheduling.
- Track development activities, action items, and follow-up requirements.
- Maintain appropriate records and documentation in accordance with established confidentiality requirements.
- Support knowledge-transfer and workforce continuity activities as assigned.
Career & Employee Talent Development
- Coordinate and assist with development of assigned career and employee development programs in alignment with priorities established by the Senior Manager.
- Manage program logistics, including scheduling, registration, communications, attendance, materials, and participant tracking
- Assist with the development and maintenance of presentations, job aids, guides, toolkits, communications and other learning resources.
- Support leadership and manager development programs, through scheduling, communications, and other learning resources.
- Coordinate needs-assessment surveys, feedback tools, and other activities designed to identify employee development needs.
- Communicate and promote mentoring, career-development, leadership development, and other learning opportunities across the agency.
- Collect program feedback and data and prepare summaries for review.
- Identify practical opportunities to improve assigned programs based on participant feedback and recurring operational needs and provide recommendations to the Senior Manager.
RESEARCH ASSISTANT - 60910
Qualifications
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
2. An associate degree from an accredited college, or completion of 60 semester credits at an accredited college, and two years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
3. A four-year high school diploma or its educational equivalent and four years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
4. Education and experience equivalent to "1", "2", or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. Completion of nine credits, at the college or graduate school level, in statistics, quantitative methods, mathematics, or research can be substituted for six months of the required experience. However, all candidates must possess a four-year high school diploma or its educational equivalent and at least six months of required experience or the nine specialized credits.
