Job Description

Within the NYC Health Department, the Bureau of Workforce Development and Training works to increase the knowledge and skills of the current and future workforce by providing opportunities for professional development, career counseling, mentorship, and traineeships. The Bureau seeks a Workforce Development Coordinator to support the bureau’s Office of Experiential Learning. The Office of Experiential Learning works to strengthen the capacity of the current and future public health workforce through relevant experiential, classroom and online opportunities.

Reporting to the Senior Director of the Office of Experiential Learning, the Workforce Development Coordinator will work collaboratively across the to support the continued professional development of DOHMH staff.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Conduct research, investigations and analysis which may include literature reviews to determine best practices and inform curriculum design to support workforce development activities for agency staff
- Assist with and conduct training needs assessments to understand current and emerging training needs through survey and questionnaire design and implementation, and data analysis
- Assist in the coordination of information gathering and other research efforts to support the work of the Office and contribute to public health knowledge via abstracts and peer reviewed journals as appropriate
- Research and identify internal or external facilitators to deliver training sessions
- Maintain correspondence with facilitators through the development, delivery, and post-evaluation of the course
- Assist with the development of training curriculum
- Coordinate training logistics such as developing course schedules, preparing and disseminating training materials
- Develop, disseminate, analyze evaluation tools; and prepare summary reports
- Serve as liaison with internal and external partners as necessary
- Create and execute a communication strategy which ensures staff are aware of workforce development opportunities
- Develop and/or update plans, protocols, and procedures.
- Maintain program and training records and files
- Support the other units within the Office as needed
- Support the Bureau and Division as needed

PREFERRED SKILLS:
- Knowledge and interest in workforce development and training
- Demonstrated knowledge of instructional design, online instructional design, and adult learning theory
- Strong relationship-builder; ability to build and maintain effective working relationships
- Professional, analytical, creative, flexible, and able to meet tight deadlines and able to manage projects from all stages
- Experience collaborating with subject ma ter experts and managers through the training development, and delivery continuum
- Ability to work independently or as part of a team to meet program goals and objectives
- Solid working knowledge of Excel and other MS Office software
- A firm grasp of public health
- Excellent written, oral and interpersonal skills
- Keen attention to detail
- Ability to handle multiple and diverse assignments
- Strong organizational and project management skills
- Experience coordinating and designing materials, handouts, and questionnaires

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
