Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.

The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning, community engagement, research, policy, design, implementation, and long-term management. Their goal is to create streets that are livable, supporting safety, accessibility, inclusion, resiliency, active modes, community cohesion, and economic vitality citywide. Additionally, they aim to enhance New York City's pedestrian, bicycle, and micromobility networks, providing comfortable, connected, green, and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas, mode shift, and reimagining streets. The office also develops innovative new programs, design typologies, project delivery, and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

The Furniture & Operations unit (F&O) within the Office of Livable Streets (OLS) is seeking to hire a City Planner 4 to serve as Director of Asset Management & Maintenance to develop and supervise a growing staff of engineers, planners, and inspectors to manage the long-term maintenance and asset management of streetscape assets citywide. The candidate will support the budgeting and procurement of installed streetscape assets in coordination with the OLS Administration Unit, while managing the tracking, inspecting, and repair coordination to ensure assets remain in a state of good repair. F&O manages assets including painted sidewalk extensions, benches, leaning bars, wayfinding signage, planters, blocks, barriers, and bollards. F&O also researches and develops new furnishings. In addition to operations, F&O also plans and installs these assets for pedestrians, cyclists, and transit riders throughout New York City.

Under the direction of F&O Senior Director, the Director of Asset Management & Maintenance will develop inspection and documentation protocols for evaluations of installations, assets, user compliance and state of good repair; update marking plans for Safety Improvement projects (SIPs) due to repavings; develop and maintain fabrication and installation specifications for contractors, inhouse crews and capital projects; coordinate construction impacts with the Office of Construction & Management to ensure pedestrian space and furnishings are maintained and protected during construction; supervise maintenance partner engagement and grow maintenance contract capacity agency wide. The Director of Asset Management & Maintenance will research and develop new assets as they relate to the sidewalk and roadway, as well as grow a new inspection team to help monitor installed assets citywide.

The ideal candidate should possess demonstrated supervisory and leadership skills with the ability to provide vision, guidance, and staff development. The selected candidate will have the ability to understand and communicate construction, operations, street furniture, and transportation planning/engineering principles to build consensus for design solutions in line with DOT’s mission. A strong understanding of street design, surface and below-surface installation, maintenance, procurement, grants management, budgeting, asset management, and data management is required.

Preferred Skills:
Minimum 15 years’ experience managing intra-agency and other teams on large, complex projects, demonstrating strong collaborative tendencies.
Thorough knowledge of the City’s pedestrian and bicycle infrastructure, construction, maintenance, and furnishing issues.
Through knowledge of NYCDOT’s review and installation procedures.
Candidate should also have experience in budgeting, grants management, managing staff, and working to advance projects in a complex regulatory environment.
Excellent written, editorial, and verbal communication and presentation skills required.

1. A master’s degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; or

2. A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and
development of housing, transportation, environmental, and city-owned land planning projects; or

3. A satisfactory combination of education and/or experience that is equivalent to "1" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience. However, all candidates must have a baccalaureate degree.

4. To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
