DCAS Human Capital (HC) is responsible for maintaining the Civil Service system for the City of New York. HC recruits and identifies the best-qualified candidates for City employment, administers Civil Service exams for positions and provides City agencies with a qualified pool of candidates to fill their hiring needs in a manner consistent with the State Constitution, Civil Service Law and laws governing equal employment opportunity. In addition, HC develops and interprets Citywide policies and programs; develops and conducts professional development and employee training programs; and implements the City's provisional reduction/avoidance plan, among other critical functions.

The Bureau of Workforce Operations' Career Pathways unit is dedicated to expanding access to public service careers and strengthening talent pipelines for City government. The unit oversees several citywide recruitment, internship, fellowship, and workforce development programs designed to attract, develop, and retain a diverse workforce that reflects the communities New York City serves. Through targeted outreach, strategic partnerships, and public education, the team promotes career opportunities in City government, increases awareness of the civil service system, and creates pathways for New Yorkers and current employees to build rewarding careers in public service.

The Workforce Operations team is seeking a dynamic and innovative leader to serve as the Deputy Director of Career Pathways. This exciting role offers the opportunity to expand and strengthen the City's talent pipeline. Reporting to the Executive Director of Workforce Planning and Development, the Deputy Director will lead the strategic direction and day-to-day management of citywide early career programs, including internships, fellowships, and the Mayor's Scholarship Program, which supports current City employees in pursuing higher education while continuing their careers in City government.

Working closely with the Office of Citywide Recruitment, City agencies, educational institutions, and community partners, the Deputy Director will develop innovative strategies to expand pathways into City service, increase participant conversion to permanent employment, and ensure the City's workforce remains strong, diverse, and prepared for the future.

Key Responsibilities:
- Oversee the planning, implementation, and evaluation of Career Pathways programs, including internship, fellowship, and scholarship initiatives, from recruitment through program completion.
- Develop and implement strategic initiatives to expand and modernize pathways into City government, with a focus on increasing awareness, access, equity, and long-term workforce sustainability.
- Manage the Mayor's Scholarship Program, including school engagement, agency coordination, application submission, and program evaluation.
- Evaluate and recommend new pathway programs, partnerships, and initiatives that support the City's workforce needs and talent acquisition goals.
- Partner with the Office of Citywide Recruitment to align outreach and recruitment efforts with City workforce needs.
- Build and maintain partnerships with City agencies, colleges and universities, community organizations, and workforce development partners.
- Establish program goals, performance metrics, and outcome measures to assess effectiveness and drive continuous improvement.
- Analyze program data and workforce trends to identify opportunities, measure outcomes, and inform decision-making.
- Prepare reports, presentations, and recommendations for senior leadership on program performance and strategic opportunities.
- Represent Career Pathways in interagency meetings, public events, and workforce development initiatives.
- Participate in cross-functional teams and special assignments that advance the mission of building a diverse, inclusive, and high-performing City workforce.

ADMINISTRATIVE STAFF ANALYST - 1002E

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

3. An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

4. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
