About HRO:

The Mayor’s Office of Housing Recovery Operations (HRO) supports New Yorkers when disasters disrupt their homes and communities. Building on expertise gained responding to Hurricane Sandy and Hurricane Ida, as well as insights learned from providing housing and supportive services during the COVID-19 crisis and the emergency sheltering of asylum seekers, HRO partners across city government to help residents recover, remain in their communities, and return to safe, permanent, and resilient housing.

The Business & Analytical Lead for the Jewel Streets Pilot will be an employee of HPD assigned to HRO and will work from HRO’s offices in lower Manhattan and in the field, as necessary.

This is a grant-funded position, and the project is anticipated to end by September 30, 2029.

The Project:

The Jewel Streets, a neighborhood that straddles East New York (Brooklyn) and Lindenwood (Queens), is especially prone to flooding and flooded heavily during Hurricane Ida. The Resilient Acquisitions-Jewel Streets Pilot project is part of the comprehensive Jewel Streets Neighborhood Planning Process and will assist eligible homeowners who want either to sell their homes to the City of New York or undertake retrofits to make their homes resilient against flooding.

Your Role:

Reporting to the Jewel Streets Project Manager and working closely with HRO IT, this role will take on multiple tasks to support this new initiative. The candidate selected for this role will produce a system blueprint that allows the agency to efficiently manage grants and vendor contracts; budget, payments, and regulatory compliance; and provide financial analysis, assist with contract management and support program analytics.

Your Responsibilities:

- Conduct working groups to identify and document data processes with stakeholders involved in the delivery of the Jewel Street program.
- Evaluate current workflows and processes and propose optimizations to enhance efficiency.
- Provide financial analysis to ensure budget compliance.
- Track contract metrics and develop variance to identify potential overruns
- Document key operational needs at HRO and vendor performance metrics to support the successful execution of the project grant.
- Establish the reporting requirements for closing out the project in compliance with the HUD CDBG-DR grant.
- Serve as an intermediary between business and IT units to effectively communicate business requirements into system-based solutions.
- Collaborate with IT to develop a Concept of Operations for managing concurrent grants and contracts, including, but not limited, to invoicing and payments, compliance and closeout, customer relations and communications.


Preferred Skills
1. Demonstrated experience understanding business requirements and translating them into technical documents
2. Experience with ERP, CRM, business intelligence systems and/or relational database platforms, preferred experience with Dynamics, Quickbase, Power BI
3. Active PMP certification preferred, or demonstrated project management experience
4. Experience in business administration, operations, or business management and planning preferred
5. Proficient in MS Suite and tools for data modeling or process mapping
6. Experience working with or in NYC mayoral agencies a plus
7. Demonstrated ability to think strategically and to effectively communicate critical decision points
8. Skilled at explaining highly technical concepts to non-technical stakeholders
9. Demonstrated project management skills, establishing task prioritization, documentation, resource management and timely delivery of projects
10. Excellent writing, interpersonal, and organizational skills
11. Strong analytical skills

COMPUTER SPECIALIST (SOFTWARE) - 13632

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.
