NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF’s Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work.

FIT's Customer Engagement & Collaboration Technologies Unit is responsible for the technologies that enable customers to interact with the Department of Finance, as well as the tools staff use to collaborate internally. With the rapid growth of DOF’s Dynamics CRM internal and external user base, FIT is seeking a CRM & Power Platform Data Integration Engineer to serve in the Customer Engagement & Collaboration Technology Unit.

Reporting to the Senior Director of Customer Engagement & Collaboration Technology, the selected candidate’s duties and responsibilities will include, but not be limited to the following:

- Contribute to the team's performance and customer service delivery through hands-on requirements gathering, design, development, implementation, and support of secure data apps and integration solutions.
- Leverage CRM and the Power Platform and related technology to build agile, secure, and robust data integrations and apps to solve business challenges, raise revenues, and serve our customers.
- Configure and develop, where possible, enterprise data interfaces and apps that may be repurposed for future business needs and reduce app dev cycle times/cost for all teams building customer-facing apps.
- Build agile, technical proof of concepts for first of a kind, unknown, or complex situations.
- Work with enterprise ALM process across all build environments within the Microsoft Dynamics CRM and Power Platform data space.
- Practice continuous improvement through staying informed of technology updates and Microsoft's roadmap to review and recommend enhancements to existing data integrations, apps, and technology. Liaise with Business Division data analysts to help guide the development of customer-facing solutions that provide service and generate revenue while at the same time aggregating data that can be used to gain more customer insights, drive future business decisions, and create more robust outreach.
- Maintain the integrity of existing and new integrations such as integrating Dynamics data exchanges with various systems of record and built integrations with SharePoint for document storage, creating and monitoring error notifications, and conducting routine wellness checks and reconciliation work.
- Share specialist knowledge in relevant technologies, applying this knowledge in the creation of effective solutions with technical colleagues and business stakeholders.
- Monitor and support data connections and apps and resolve any issues across all new and existing CRM and Power Platform integrations.
- Interact with Microsoft and other third-party vendors, relaying data problems/errors in support of their timely resolution, communicate necessary changes/updates and manage implementation.
- May serve as backup to other IT staff on other significant agency-wide and/or division-specific IT activities as appropriate.
- Document and maintain documentation of all Dynamics development and integration solutions.
- Create custom reports using SQL Server Reporting Services (SSRS) or similar technology.
- Create and administer plug-ins for enhancing workflows and processes.
- Perform other duties within scope as assigned.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

COMPUTER SYSTEMS MANAGER - 1005D

Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
