Job Description
Background on NYCEM:
New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise.
NYC Emergency Management’s Executive Office provides leadership and strategic direction for the agency’s day-to-day operations and emergency management mission. Led by the Commissioner, First Deputy Commissioner, and Chief of Staff, the Executive Office establishes agencywide priorities, drives key initiatives, and works across bureaus to strengthen the City’s preparedness, response, and recovery capabilities.
Description of Project/ College Aide Responsibilities:
The Executive Office is seeking one college-level interns to support high-priority projects and the day-to-day work of the agency’s senior leadership. Interns will have the opportunity to gain firsthand exposure to executive decision-making, emergency management, public-sector leadership, and the operations of a citywide agency.
Key responsibilities include:
- Support the implementation of the Commissioner, First Deputy Commissioner, and Chief of Staff’s strategic priorities, including initiatives to improve internal operations and strengthen the agency’s preparedness, response, and recovery capabilities.
- Support special projects and executive-level research, including analysis of emerging issues, major incidents, significant events, and emergency management practices in New York City and around the world.
- Provide administrative, analytical, and logistical support to Executive Office operations, including coordinating meetings, preparing briefing materials, taking and tracking meeting notes and action items, conducting research, and assisting with the development of policies and other executive-level materials.
- Work across NYC Emergency Management bureaus and units to help advance priority initiatives, track deliverables, and support projects requiring agencywide coordination.
- Support the Commissioner’s Office with research, briefing materials, and preparation for internal and external meetings and engagements.
- Assist with drafting, editing, and organizing executive-level materials, including briefing memos, talking points, presentations, meeting summaries, and correspondence.
- Support the coordination of meetings, events, and stakeholder engagements involving agency leadership, City Hall, partner agencies, and external organizations.
- Track priority initiatives, leadership requests, decisions, and follow-up items to help ensure timely execution and accountability.
- Conduct research and analysis on emerging issues, emergency management trends, public policy, major incidents, and best practices to inform executive decision-making.
- Support Executive Office communications by gathering information from across the agency and helping ensure materials and messaging are accurate, timely, and consistent.
- Assist with special projects and strategic initiatives led by the Commissioner, First Deputy Commissioner, and Chief of Staff, including agency events, public engagement efforts, and cross-agency initiatives.
- Provide general project and operational support to the Executive Office during emergency activations and other high-priority agency operations, as needed.
Skills/Qualifications:
- Proficiency with Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
- Strong research, analytical, and writing skills, with the ability to synthesize information into clear and concise materials.
- Ability to manage multiple assignments, prioritize competing deadlines, and work effectively in a fast-paced environment.
- Strong attention to detail, organization, and professional communication skills.
- Demonstrated interest in emergency management, New York City government, public administration, or public service.
- Ability to exercise professionalism and discretion when working with senior leadership and sensitive information.
- Ability to work independently while also collaborating effectively with staff across the agency.
- Multilingual skills are preferred but not required.
The selected candidate will be required to provide a letter confirming matriculation with an accredited college/university. Further letters will be required for each semester (spring, summer, fall) while working at NYCEM.

Qualifications
For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
