The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.
As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Your Team
The Office of Asset and Property Management (APM) leads the agency’s efforts to protect the City’s investment in affordable housing and ensure that properties remain stable, financially sound, and affordable over the long term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, while also connecting individuals and families to affordable housing opportunities.
APM is composed of three divisions: Asset Management, Property Management, and Housing Supervision.
The Division of Property Management is responsible for the management, maintenance, preservation, and regulatory compliance of HPD-owned properties throughout New York City. The division oversees a diverse portfolio that includes residential, commercial, mixed-use properties, vacant lots, and temporary housing while supporting long-term affordability, resident safety, and neighborhood stabilization.
Reporting to the Deputy Commissioner of Asset and Property Management, the Assistant Commissioner of Property Management oversees five operational units:
- Urban Renewal & Property Management (URPM)
- Tenant Interim Lease (TIL)
- Technical Services
- Lead Unit
- Building Services
Together, these units provide operational oversight of City-owned properties, technical and construction support, lead compliance, building maintenance, tenant and cooperative development, fiscal management, emergency response, and property preservation initiatives.
Your Impact:
The Assistant Commissioner of Property Management serves as a member of the APM Executive Leadership Team and is responsible for providing strategic leadership, operational oversight, and organizational direction for the Division of Property Management. This executive position ensures that City-owned housing is maintained safely, regulatory requirements are consistently met, operational performance is strengthened, and public resources are managed effectively.
The Assistant Commissioner of Property Management will lead initiatives that improve operational efficiency, strengthen regulatory compliance, enhance customer service, modernize business practices, and promote accountability across the Division while supporting HPD's mission to preserve affordable housing and improve quality of life for New Yorkers.
Your Role:
The Assistant Commissioner provides executive leadership for all Property Management operations, directing the strategic planning, administration, policy development, and day-to-day oversight of the Division's five operational units.
Working closely with executive leadership, the Assistant Commissioner of Property Management establishes division-wide priorities, develops operational strategies, manages fiscal and human resources, oversees emergency response activities, and ensures compliance with City, State, and Federal laws governing housing operations, construction, environmental health, procurement, property management, and lead safety.
The Assistant Commissioner of Property Management collaborates with internal divisions, City agencies, elected officials, community organizations, tenant associations, and external partners to advance agency priorities and improve service delivery throughout the City's housing portfolio.
Your Responsibilities:
- Provide executive leadership and operational oversight for Urban Renewal & Property Management, Tenant Interim Lease, Technical Services, Lead Unit, and Building Services.
- Establish strategic goals, operational priorities, and performance expectations that align with APM's mission and agency objectives.
- Direct the management and preservation of City-owned residential, commercial, mixed-use properties, vacant lots, and temporary housing assets.
- Oversee implementation of the Tenant Interim Lease (TIL) Program, supporting tenant associations in the successful transition to affordable cooperative ownership.
- Direct Technical Services activities supporting construction oversight, repair scope development, inspections, engineering coordination, violation remediation, and capital improvement initiatives.
- Ensure compliance with all applicable federal, state, and local lead regulations, including New York City Local Law 1, Local Law 31, EPA requirements, and HUD Lead Safe Housing regulations.
- Oversee Building Services operations responsible for maintenance, repairs, inspections, emergency response, code compliance, and violation correction.
- Direct URPM operations, including tenant management, lease administration, succession matters, rent collection, property maintenance, procurement, fleet management, fiscal administration, OTPS budget oversight, and coordination with HPD's Office of Legal Affairs.
- Develop and implement policies, procedures, operational standards, and best practices that improve efficiency, accountability, compliance, and customer service.
- Establish performance metrics, dashboards, reporting tools, and quality assurance measures to evaluate operational effectiveness and support executive decision-making.
- Direct divisional budget planning, resource allocation, procurement activities, contract administration, and fiscal oversight.
- Evaluate operational risks and implement strategies that improve organizational performance and strengthen regulatory compliance.
- Coordinate with HPD Development, Legal Affairs, Budget, Capital Programs, Environmental Health and Safety, and other internal divisions regarding property disposition, construction, inspections, and preservation strategies.
- Represent APM before City agencies, elected officials, community organizations, tenant associations, developers, contractors, and external stakeholders.
- Lead organizational change initiatives, process improvements, technology implementation, and continuous improvement efforts.
- Recruit, develop, mentor, and evaluate senior management staff while promoting a culture of collaboration, accountability, innovation, and professional development.
- Direct emergency operations involving City-owned properties, including responses to fires, vacate orders, hazardous conditions, environmental emergencies, and other critical incidents requiring executive leadership.
- Lead special projects and strategic initiatives assigned by the Deputy Commissioner or Executive Leadership.
- Preferred Qualifications
- Bachelor's degree from an accredited college or university.
- Master's degree in Public Administration, Urban Planning, Business Administration, Engineering, Construction Management, Public Policy, Housing, or a related field is preferred.
- A minimum of seven years of progressively responsible management experience in affordable housing, property management, asset management, construction management, government operations, regulatory compliance, or a related field.
- At least five years of executive or senior leadership experience supervising multiple operational programs and senior management staff.
- Preferred Skills
- Demonstrated executive leadership experience managing large, multidisciplinary organizations.
- Extensive knowledge of affordable housing, property management, construction management, environmental compliance, and public sector operations.
- Strong understanding of City, State, and Federal housing regulations, procurement, budgeting, and compliance requirements.
- Experience developing strategic plans, operational policies, and performance management systems.
- Proven ability to lead organizational change, improve operational performance, and implement innovative business practices.
- Exceptional communication, negotiation, and relationship management skills.
- Strong financial management and budget administration experience.
- Demonstrated ability to build collaborative partnerships across government, community organizations, and private-sector stakeholders.
- Excellent analytical, organizational, and decision-making skills.
- Ability to effectively manage emergency operations and high-profile initiatives under demanding conditions.
Civil Service Requirement: This position is in a competitive Civil Service title. Candidates must meet applicable New York City Civil Service requirements, which may include permanent status in the title, eligibility from an appropriate Civil Service list, or another authorized appointment mechanism.

Qualifications
1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or
2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.
