ABOUT THE CAMPAIGN FINANCE BOARD
The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation.
We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.
We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust.
ABOUT THE UNIT
Public Affairs Division
The Public Affairs division engages New Yorkers, informs them about elections, and boosts their participation in the democratic process. We make election information accessible and relevant, increase engagement with underrepresented communities, and cultivate a team that reflects our core values of purpose, curiosity, creativity, and collaboration.
The division includes Marketing and Digital Communications, Partnerships and Outreach, Language Access, and Public Relations. Our division’s work includes publishing the citywide Voter Guide, running the official citywide Debates Program, and managing the voter engagement initiative, NYC Votes.
Partnerships & Outreach Unit
The Partnerships and Outreach unit works to build partnerships across the city to disseminate voting information, deliver accessible voter education, and conduct direct to voter outreach. Through relationships with community-based organizations as well as on-the-ground voter outreach, this team creates pathways for all New Yorkers to gain trustworthy and accessible information and education around voting and democracy.
JOB DESCRIPTION
This role reports directly to the Senior Outreach Manager and is responsible for coordinating volunteers, managing relationships, and supporting community engagement efforts that strengthen voter participation across New York City. The Volunteer Coordinator supports the NYC Votes initiative by recruiting and training volunteers, organizing civic engagement activities, maintaining day-to-day volunteer operations, and ensuring accurate data and reporting practices that align with agency standards. NYC Votes is an initiative of the New York City Campaign Finance Board (CFB), a nonpartisan, independent agency dedicated to informing New Yorkers about elections and expanding civic participation in the democratic process.
Under the NYC Votes initiative, you will help implement direct voter engagement activities in priority neighborhoods and among communities that have historically had lower voter participation due to structural barriers. Volunteers you coordinate may support voter registration drives, community events, partnerships with local organizations to distribute voting information, door-to-door or site-based canvassing, text banking, and other outreach efforts. Many of these activities will also highlight the benefits of the Matching Funds program, increasing awareness of the CFB’s broader work under its Charter Mandate and demonstrating how the agency strengthens democracy in NYC.
As part of the Outreach Team, your role will be to thoughtfully plan, design, and execute multi-modal volunteer-supported engagement efforts for all NYC elections typically beginning three to six months ahead of each election cycle. You will ensure volunteers are well-prepared, supported, and equipped to engage New Yorkers effectively and represent NYC Votes with professionalism and enthusiasm.
The responsibilities and tasks to be completed in this role include, but are not limited to:
Relationship Management & Community Engagement
- Organize and lead volunteer outreach and community events that promote NYC Votes and increase voter participation across New York City.
- Conduct regular outreach activities for volunteers in priority neighborhoods to strengthen awareness, build relationships, and expand civic participation.
- Collaborate with the Education team and other Public Affairs units to identify high-impact partners, assess outreach needs, and co-create outreach plans.
- Coordinate and facilitate voter registration drives with staff, interns, partners, and volunteers.
- Identify and cultivate new potential partners for volunteer outreach aligned with priority communities and agency objectives.
- Serve as a liaison between the CFB and community organizations, including presenting on NYC Votes, civic engagement opportunities, and volunteer roles.
Volunteer Program Management & Outreach Operations
- Recruit, screen, interview, onboard, and place volunteers to support outreach and Get-Out-The-Vote (GOTV) efforts.
- Develop and deliver volunteer orientations, training tools, and curricula to ensure volunteers are prepared and integrated into NYC Votes programs.
- Provide ongoing coaching, supervision, and support to volunteers, ensuring they have clear expectations, appropriate training, and meaningful assignments.
- Assess volunteer skills, experience, and interests to match them with suitable outreach roles.
- Facilitate individual and group volunteer activities, ensuring volunteers have the necessary tools, resources, and guidance.
- Maintain volunteer records, including applications, background checks, hours, and participation within the unit’s CRM.
- Address volunteer-related conflicts or concerns according to established procedures.
- Plan and implement volunteer recognition activities that foster engagement and appreciation.
- Maintain internal tracking of outreach efforts, including event details, audience numbers, voter registrations collected, collateral distribution, and demographic reach.
- Work with the Senior Outreach Manager and team members to target outreach activities in priority communities.
- Ensure outreach materials and messaging adhere to NYC Votes branding and mission.
- Collaborate with Public Affairs units to develop effective promotional and outreach materials.
- Lead volunteer-supported GOTV efforts and coordinate volunteer assignments for outreach.
- Work alongside volunteers during events to ensure activities run smoothly.
- Manage volunteer scheduling, calendars, and placement across outreach stations, events.
- Prepare regular summaries of volunteer activities, project statuses, and outreach progress.
Data Management
- Work with the Senior Outreach Manager and Data team to identify key metrics and develop processes that ensure outreach and volunteer data is complete, accurate, and consistently maintained.
- Update and monitor data systems to measure, track, and evaluate outreach and volunteer impact.
- Ensure all outreach dashboards and data reports remain up-to-date and accurate.
- Maintain regular communication of outreach and volunteer metrics to internal stakeholders.
- Validate volunteer hour contributions and provide periodic summaries of service hours and participation trends.

Abilities
- Ability to produce and organize NYC Votes events in a priority neighborhood or community before each election (primary and general).
- Ability to build a positive team culture and keep staff and volunteers motivated to achieve direct voter contact goals.
- Ability to ensure that outreach plans are created in collaboration with unit strategy and support agency goals.
- Ability to develop and implement strategies and tactics to diversify and scale volunteer base.
- Ability to create engagement levels for volunteers and build a path for leadership volunteer and development opportunities.
- Ability to travel, public transit, navigate/deliver education across the city outside of working hours, during peak election season (8 weeks prior to election).
- Ability to move and carry heavy objects up to 20 pounds over 50–100 m (e.g., from one block to another, or between multiple stops in a row).
- Ability to break down complex civics topics into content that is appropriate for the audience.
Other Characteristics
- Experience with event planning and program execution, including logistics coordination and resource distribution.
PREFERRED QUALIFICATIONS
These are qualifications that would be helpful, but are not essential to being successful in the role. Candidates with these qualifications will be given preference in the selection process.
- Previous experience with elections and voting work preferred, especially in NYC
- Having led city-wide or otherwise large-scale public engagement campaigns for voting and election work, preferably in NYC
- Understanding of voter universe creation and voter targeting, as it relates to non-partisan voter engagement and mobilization
- Language (strongly preferred): Proficient in one or more of NYC Votes' covered languages

Qualifications
- A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or
- A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
- Education and/or experience equivalent to “1” above.
