Job Description

Under the direction of the Assistant Commissioner, Human Resources Division the department is seeking a detail-orientated and experienced individual to oversee auditing of various human resources and payroll transactions.
The Executive Director will play a key role in conducting employee separation audits, processing time and leave transactions, and ensuring the accuracy and integrity of employee data across multiple human resources and payroll systems. In this role, the selected candidate will support the timely and accurate resolution of audit findings, system updates, and employee inquiries in accordance with applicable laws, rules, policies, and departmental standards.
Responsibilities include, but are not limited to, the following:
- Conduct time balance audits for separating employees and military personnel to ensure accuracy and compliance with established policies and procedures.
- Process and update NYCAPS transactions, including the submission of system tickets as required to resolve discrepancies or processing issues.
- Review and implement DP-2001 submissions and process manual leave adjustment transactions in City Time in accordance with governing guidelines.
- Generate and analyze system reports in CHRMS, NYCAPS, and other applicable systems to support auditing and reconciliation activities.
- Research and resolve time and leave discrepancies.
- Ensure all activities are performed in full compliance with applicable laws, rules, and policies.
- Perform related duties as assigned or as necessary to support operations
- Manage a large payroll staff working on the following:
* Annuity, Welfare and Legal Payments: Reports are generated via the Welfare Benefits and Annuity System (WBAS) and payments are contingent on reviewing Payroll Management System
(PMS) and/or New York City Automated Personnel System (NYCAPS) and making any necessary corrections. Payments are processed using the Financial Management System (FMS).
Responding to questions from the unions.
* Civilian Salary and Longevity: Working closing with OPA processing the collective bargaining increases, including the additions to gross within the prescribed time. Preparing Radio Bonus
payments, annual leave payments, holiday payments and collective bargaining increases, as well as salary merit and promotions. Additionally, processing any step or level maturations.
Working closely with the Overpayment unit. Responding to written and telephone inquiries,
* Check Distribution: working closely with the Leaves unit and the Overpayment unit to ensure checks are released. Pulling checks from old commands to new command. Ensure only
authorized employees pick up checks for commands. Annual distribution of W-2 to commands; Ensure Fair Labor Standards Act (FLSA) overtime payments to ceased members.
* Personnel Data works to ensure check distribution is manned, checks are picked up, social conditions changes are processed and processes the City Waiver taxes.
* Uniformed Personnel: ensures new recruits are entered into Payroll in a timely manner, processes annual steps, longevity differentials and night shift differential payments and processes
collective bargaining increases.
* Taxable Fringe: annual calculation of departmental vehicle usage for taxable fringe to affect personnel for inclusion in W-2.

Qualifications
1. A baccalaureate degree from an accredited college or university, including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing, and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or
2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
