THE DIVISION
The new Citywide Address Assignment Team (CAAT) is responsible for supporting all of the official address assignments and verifications to new and existing buildings and other structures across the five boroughs, as well as maintaining a database of all officially assigned addresses for New York City. The division is comprised of a team with specialties in executing address assignment functions such as processing address requests, coordinating with other agencies and external partners, disseminating relevant information to various stakeholders, maintaining digital records for all officially assigned addresses in the five boroughs, and providing customer service support for property owners. This team is responsible for executing these functions and services to ensure accuracy and efficiency in address assignment and verification for buildings and other structures, which is integral to creating an efficient process for residential and commercial construction, infrastructure needs, effective emergency management, and accurate mail delivery services. To Additionally, the team will issue formal notices for non-compliance or misuse of official address assignments.
THE ROLE
DCP is seeking a detail-oriented Citywide Address Technician for its Citywide Address Assignment Team (CAAT). Under the direction of the Director, the team will be designing a new, citywide address process that connects requested records and historic data with the Department’s existing mapped street addresses.
The Citywide Address Technician role will support the team’s work of receiving and processing address requests, disseminating relevant information to various stakeholders, providing customer service support to constituents, and coordinating with other City agencies and entities. The ideal candidate is an experienced generalist who is comfortable managing a high volume of address requests from homeowners, local small businesses, and other small to medium developments. Additionally, the Citywide Address Technician must be comfortable providing customer service support to City residents and developers as it relates to their projects.
Under supervision, the Citywide Address Technician’s primary areas of responsibility will include, but are not limited to:
Responsibilities:
- Execute address assignment functions where accuracy and attention to detail are central to service delivery;
- Provide relevant customer service support to constituents, homeowners, developers, agencies, and other stakeholders;
- Research, analyze, validate, correct, maintain and update geographic data files using related spatial data, imagery, and other resources;
- Map individual addresses in geospatial databases;
- Perform quality assurance of data files;
- Document and innovate work procedures and methodologies;
- Execute geographic processing programs, coordinate data releases, and publish datasets;
- Conduct occassional field world and site visits for research purposes;
- Communicate with customer/client/user requests; and
- Act as data liaison to other city agencies
Preferred Skills:
- Minimum 2 years of experience managing data records, using geospatial data, such as maps, to conduct research, and coordinating with stakeholders in an environment where organization, accuracy, and efficiency are at the core of all work;
- Strong research, analytical and organizational skills;
- Ability to work effectively with others, to work towards and meet deadlines, and to keep supervisory staff informed;
- Ability to master complex data systems and interest in understanding how the pieces fit together;
- Demonstrated experience working with geospatial data;
- Experience manipulating and analyzing data using SQL and/or Python is a plus;
- Strong verbal and written communication skills;
- Interest in modernizing and automating procedures and processes while maintaining data quality;
- Ability to work in a cross functional team and collaborate on projects with other teams across DCP;
- Interest in urban planning and knowledge of NYC geography and data is a plus.
- Experience reviewing architectural plans;
- Prior experience assigning addresses at a borough level is a plus.

Qualifications
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
2. An associate degree from an accredited college, or completion of 60 semester credits at an accredited college, and two years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
3. A four-year high school diploma or its educational equivalent and four years and six months of satisfactory full-time experience in research which involves gathering, organizing and analyzing data, and report writing; or
4. Education and experience equivalent to "1", "2", or "3" above. Undergraduate college credit can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time experience. Completion of nine credits, at the college or graduate school level, in statistics, quantitative methods, mathematics, or research can be substituted for six months of the required experience. However, all candidates must possess a four-year high school diploma or its educational equivalent and at least six months of required experience or the nine specialized credits.
