Job Description
The New York City Housing Authority (NYCHA) is seeking a Housing Manager for the Leased Housing Department’s Bronx Client Services team. This unit is responsible for conducting annual and interim reviews of household income and composition, processing lease renewals and rent increases, and communicating with program participants and landlords.
Under the general supervision of the Deputy Director, the Housing Manager performs work of considerable responsibility related to the administration, management, and oversight of Housing Choice Voucher (HCV) Program operations. The Housing Manager exercises independent judgment and decision-making in carrying out assigned duties and is responsible for supervising staff who conduct annual and interim recertifications of household income and family composition, process lease renewals and contract rent increases, and communicate with program participants and landlords.
This position oversees the day-to-day operations to ensure compliance with HUD regulations, agency policies and procedures, and program performance standards. The Housing Manager is responsible for promoting operational efficiency, maintaining quality control, providing staff leadership and technical guidance, and ensuring the timely and accurate completion of recertifications, lease renewals, and contract rent change transactions while delivering excellent customer service to participants, landlords, and stakeholders.
Responsibilities include, but are not limited to, the following:
- Ensure understanding and compliance with NYCHA, state, and federal legislation and HUD guidelines for the Housing Choice Voucher program.
- Ensure compliance with NYCHA policy and procedure and HUD regulations, and timely and accurate completion of all work that relates to recertification and lease renewal processing
- Ensure the timely and accurate response to all inquiries
- Oversee the performance of staff, which includes supervision and training of staff, staff productivity, managing personnel and hiring actions, completing performance reviews, training, and disciplinary actions.
- Use HUD regulations, NYCHA policy, and procedure to review and evaluate documents to process lease renewals, annual, and interim recertifications
- Assist in the performance analysis for the assigned area of responsibilities, including the preparation of reports, findings, and recommendations that relate to performance management.
- Provide technical assistance to staff to ensure accurate case processing.
- Navigate and identify system issues, fixes, and enhancements.
- Ensure prompt, accurate, and timely responses to external and internal inquiries.
- Establish working relationships with internal and external customers.
- Perform other duties as assigned.

Qualifications
1. A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
2. A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or
3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent.
