Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. The Supervisor of Employee Services Unit will oversee a critical unit within Human Resources; the Employee Services Unit.

The responsibilities will include but are not limited to:

- Supervise orientation and processing for both uniformed and civilian staff, including specialized hiring classes for sanitation workers.
- Manage the retrieval, analysis and processing of Department of Citywide Administrative Services (DCAS) certifications for a variety of Civil Service titles, ensuring accuracy and compliance with applicable policies and procedures. Will work closely with DCAS to identify, address, and resolve emerging certification issues in a timely manner to support operational and hiring needs.
- Responsible for overseeing the review, approval, and notification process for 1,000+ FMLA applications annually, while ensuring compliance with applicable policies and regulations and working to resolve any emerging issues in a timely and effective manner.
- Oversee the processing of 500+ service and disability retirement cases annually. This role involves full accountability for the lifecycle of each case, ensuring accurate processing, compliance with regulations, and timely resolution of all retirement cases.
- Manage 1,400+ health benefits cases annually and supervision of the yearly open enrollment campaign.
- Oversee various employee inquiries to ensure that our employees receive the support they need to thrive both personally and professionally.
- Participate in processing of various leaves, including childcare, PFL, LWOP, SLOAC, Sick Leave.
- Agency Liaison for DOI, MBF, NYCERS, DCAS, OLR. Respond to inquiries and participate in scheduled seminars.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
