THE DIVISION
The new Citywide Address Assignment Team (CAAT) is responsible for all of the official address assignments and verifications to new and existing buildings and other structures across the five boroughs, as well as maintaining a database of all officially assigned addresses for New York City. The division is comprised of a team with specialties in executing address assignment functions such as processing address requests, coordinating with other agencies and external partners, disseminating information to stakeholders, maintaining digital records for all officially assigned addresses in the five boroughs, and providing customer service support to property owners. This team is responsible for executing these functions and services to ensure accuracy and efficiency in address assignment and verification for buildings and other structures, which is integral to creating an efficient process for residential and commercial construction, infrastructure needs, effective emergency management, and accurate mail delivery services. Additionally, the team is responsible for ensuring compliance and proper use of official address assignments.

THE ROLE
DCP is seeking a highly experienced and detail-oriented manager to lead the new Citywide Address Assignment Team. Reporting to the Chief Operating Officer, this role will lead the team’s work of receiving and processing address requests, disseminating relevant information to various stakeholders, providing customer service support to constituents, and coordinating with other City agencies and entities. The ideal candidate will be an experienced manager and systems-builder, who is comfortable managing address requests for highly complex developments and providing in-depth customer service support to City residents and developers.

The Citywide Address Assignment Team (CAAT) Director’s primary areas of responsibility will include, but are not limited to:

- Lead and support a multidisciplinary team composed of an assistant director, senior address assignment technicians, address assignment technicians, and administrative staff;
- Serve as the agency’s subject matter expert and administrator for address assignment policies, systems, and procedures.
- Provide guidance and support to city agencies, consultants, and stakeholders on address related matters, including policy development, workflow improvements, data management, and interagency coordination.
- Oversee and support address assignment requests across the five boroughs for large scale, complex developments;
- Design, manage, and maintain an accurate database for new and existing addresses for all five boroughs;
- Initiate and manage projects to improve data quality and best practices;
- Innovate work procedures and methodologies; document systems and workflows, and develop training materials;
- Execute geographic processing programs, coordinate data releases, and publish datasets;
- Act as a liaison for city agencies, external partners, and constituents;
- Promote knowledge sharing and professional development through presentations, conferences, publications, blog posts, and team participation in industry events.
- Perform related tasks as needed.

DCP MANAGERIAL RESPONSIBILITIES

Developing staff and teams:

- Supervising and tracking the progress of staff projects and assignments and ensuring that employees are meeting their work goals and objectives
- Providing guidance and constructive feedback to employees and helping them develop as professionals, including but not limited to completing mid-year and year-end performance appraisals within designated timeframes
- Ensuring that staff are following citywide and agency policies

Advancing division and agency work plans:
- Managing and outlining the work program for teams and staff
- Overseeing internal and external stakeholder engagement and outreach
- Supporting internal and external communications
- Providing strategic and policy direction
- Planning through the use of robust analytics, research and analysis

Qualifications

1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or

2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience."
