The Department seeks an exceptional procurement professional, who is highly motivated and detail oriented, to serve as a Small Purchasing Supervisor in a fast-paced, complex agency and have extensive experience in managing City procurements, in developing solicitation documents, issuing, reviewing, and approving solicitations on behalf of the ACCO or DACCO.

Responsibilities will include, but not limited to:
- Coordinate and collaborate with all stakeholders in the procurement process.
- Assist the ACCO and DACCO in managing the contracting and purchasing activity for various units.
- Perform Vendor Responsibility Determination
- Review the procurement needs of the Agency and develop work plans to meet these needs.
- Achieve procurement milestones for high-priority programs with vigorous timeframes; ensure compliance with procedures of the Procurement Policy Board, Mayor's Office of Contract Services (MOCS), and the City Charter.
- Utilize PASSPort, DMSS, FMS and other systems for review, approval and processing of Purchase Requisitions, Responsibility Determinations, PSRs, RFAs RCAMs, and RFRs.
- Direct a staff of professional and administrative employees performing duties related to the above functions and manage the workflow.
- Provide technical advice and quality assurance to the staff to ensure work is performed correctly and develop procedures for administration of procurement activities.
- Assist the ACCO and DACCO in ensuring the integrity of the procurement process. Advise the ACCO and DACCO on decisions concerning awards, administration, renewal or termination of POs and contracts.
- Educate and advise Agency staff on appropriate procurement methodology and applicability procurement rules and regulations.
- Represent the ACCO or DACCO in key meetings with senior officials, negotiate with vendors and conduct public hearings when required.
- Procure goods and services, utilizing various procurement methods, such as competitive sealed bids, competitive sealed proposals/ request for proposals, sole source, and negotiated acquisition procurement methods.
- Review solicitation documents, including, but not limited to) micro purchases, small purchases, formal contracts ($100k+), and intergovernmental purchases.
- Generate and perform tasks through PASSPort for oversight reviews and approvals.
- Utilize various Citywide procurement-related systems, including Financial Management System (FMS), PASSPort, Small Business Services' M/WBE Online Directory, DCAS/DMSS Direct Order, Storehouse requisitions and various internal systems for managing procurement.
- Review procurement documents for verification of scope of work/specifications for accuracy
- Ensure compliance with all Procurement Policy Board Rules & other applicable rules and regulations.
- Support M/WBE initiatives and perform other related assignments and special projects as may be required.
- Conduct procurement-specific analyses to propose/determine M/WBE participation goals. Provide appropriate documentation for the procurement record. Track vendor compliance with existing contracts.
- Perform special projects and initiatives assigned.

HOURS/SHIFT
Day - Due to the necessary duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Qualifications

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
