The Team You’ll Work With:

The Mayor’s Office of Environmental Coordination (MOEC) is responsible for overseeing New York City’s environmental review process as mandated by the State Environmental Quality Review Act (SEQRA). MOEC reviews environmental analyses conducted pursuant to the City Environmental Quality Review (CEQR) framework for projects for which the Office of the Mayor is the designated lead agency, including those sponsored by the New York City Economic Development Corporation. CEQR is the process by which New York City agencies determine what effects a discretionary action they fund and/or approve may have on the environment and communities. MOEC also assists City agencies in carrying out their environmental review responsibilities. In addition to being the database repository for all CEQR analysis documents produced in the City, MOEC is tasked with maintaining and updating the CEQR Technical Manual, which is the City’s guidance for conducting environmental impact assessments. MOEC also serves as the City's liaison to State and Federal agencies on environmental matters and advises the Mayor on matters of environmental policy. MOEC is also tasked with the oversight of the City’s Capital Green Building Laws (GBL), which require the City to design and build its own buildings to certain green building standards.

The Problems You’ll Solve:

The position will support the development and implementation of a new database to assist a multitude of City agencies in efficiently managing their environmental review processes as well as the information and documents that constitute the official records of environmental review. In this role, the Business Analyst will perform functional and non-functional requirements analysis for information technology projects and programs using industry standard techniques such as data flow modeling, workflow analysis, and functional decomposition analysis, amongst others. Additionally, the Business Analyst will review current system workflows, revise existing requirement documentation, write requirement specifications, coordinate quality assurance activities, and work closely with IT development teams, project teams, and vendors. The Business Analyst should also provide dedicated operational oversight by managing support queues and ticketing workflows, while leveraging Power BI to transform system data into actionable insights and streamlined user onboarding processes.

About You:

- You are a Business Analyst with at least three years of experience, including managing and leading QA activities on a project, database analysis and validation, familiarity with SQL, and a strong working knowledge of software development life cycle (SDLC), Agile/Iterative project management, user/system/functional requirements development, and user acceptance testing.

- Under supervision, with wide latitude for independent action and the exercise of independent initiative and judgment, you are also a team-oriented professional.

- In this role, you will communicate and collaborate with many City agencies to provide support for a new database to ensure efficient environmental review process management.

- Your communication and writing skills will support you in conducting user interviews, training, and workshops, and delivering written analysis documentation to advance projects.

- You will evaluate information gathered from multiple sources, decompose high-level information into details, and distinguish user requests from the underlying true needs and work with project management staff to raise and resolve issues, set project deadlines, and mitigate project risks.

- You will also manage daily system operations and ticketing workflows, overseeing the full user-onboarding lifecycle and providing expert troubleshooting for technical escalations.

Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.
