Job Description
The Bureau of Administration provides administrative, fiscal, personnel, procurement, facilities, and workforce development support for the Center for Population Health Data Science (CPHDS). The Bureau works with Center leadership and program areas to support daily operations, ensure compliance with agency requirements, manage resources effectively, and implement administrative processes that support the Center's strategic and operational goals. The Center for Population Health Data Science (CPHDS) aims to create a continuously learning public health system that harnesses data and technology to deliver responsive services, advance health for al, and drive equitable outcomes. CPHDS unites people, services, and technology to transform data into a trusted and shared resource that strengthens public health practice and maximizes impact.
Accordingly, the Manager of Workforce & Operations will coordinate and oversee workforce development, training, and administrative support activities across the Center. The position is responsible for managing training operations, vendor and procurement coordination, budget and expenditure tracking, compliance monitoring, operational reporting, and workforce development initiatives. The incumbent will work closely with internal and external stakeholders to support training programs, organizational improvement efforts, administrative communications, technology-related training activities, and special projects that enhance operational effectiveness across the Center.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Monitor workforce development funding allocations, track training-related expenditures, and oversee spenddown activities supporting budget oversight and operational planning efforts.
- Coordinate with fiscal management, procurement staff, and external vendors to facilitate payment processing, invoice follow-up, procurement documentation, and financial tracking activities associated with workforce development and training initiatives.
- Manage vendor communications, scheduling, logistics, documentation, quote collection, procurement support activities, training space reservations, and vendor negotiations related to training costs and service arrangements.
- Serve as a liaison between CPHDS, external vendors, agency partners, and administrative stakeholders to direct workshops, trainings, and related operational activities.
- Coordinate, manage, and oversee operational and administrative activities supporting CPHDS data technology modernization, workforce development, training support, and organizational improvement initiatives.
- Oversee technology-related training requests, operational approval processes, and coordination activities conducted in collaboration with agency partners.
- Develop and maintain operational dashboards, participation trackers, evaluation summaries, and reporting tools supporting leadership oversight, workforce development initiatives, and administrative planning activities.
- Direct post-training evaluation activities, compile participation and feedback data, and prepare summary reports supporting continuous operational improvement and service delivery enhancement efforts.
- Oversee compliance-related administrative operations, monitor organizational reporting requirements, and implement follow-up strategies supporting operational accountability, performance management, and adherence to agency requirements.
- Lead coordination and implementation activities related to Center operational goals, administrative planning initiatives, workforce development priorities, and organizational performance improvement efforts.
- Facilitate recurring engagement meetings focused on operational updates, customer support awareness, administrative services, workforce development initiatives, and organizational communication.
- Draft, coordinate, and disseminate communications related to administrative policies, procedures, operational expectations, available services, and customer support resources across CPHDS.
- Maintain SharePoint content, operational guidance documents, training materials, internal resource repositories, and administrative resources supporting workforce development and operational activities.
- Coordinate follow-up activities related to leadership meetings, operational initiatives, workforce development e forts, and cross-divisional administrative activities.
- Supervise administrative support staff responsible for training coordination, workforce development activities, operational tracking, and related administrative support services.
- Lead special projects involving administrative operations, process improvement, stakeholder engagement, workforce development initiatives, and service delivery enhancement efforts.
PREFERRED SKILLS:
- Strong project management and organizational skills with the ability to coordinate multiple initiatives, stakeholders, and deadlines.
- Experience managing workforce development, training, employee engagement, or organizational improvement activities.
- Ability to develop reports, dashboards, and tracking tools to monitor performance, participation, and operational outcomes.
- Strong written and verbal communication skills, including experience facilitating meetings and coordinating with internal and external partners.
- Experience with budget tracking, vendor coordination, procurement processes, and administrative operations in a complex organization

Qualifications
1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work.
2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.
