Job Description
The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.
The Bureau of Police & Security seeks to hire an Administrative Staff Analyst NM for the Bureau Administrators Office, located at the DEP Police Academy, in Kingston, NY.
The Bureau is seeking a highly organized, detail-oriented Procurement and Personnel Unit Head to lead administrative operations related to procurement, personnel actions, and capital order management. This individual will oversee critical processes, ensure compliance with agency and City guidelines, and support efficient workflow across administrative functions.
Responsibilities:
- Oversee procurement operations, including large-order purchases, capital project requests, and P-card transactions.
- Supervise personnel actions, including hiring packages, onboarding documentation, reclassifications, promotions, and related HR functions.
- Ensure timely processing of all administrative tasks in compliance with established policies and procedures.
- Coordinate with Budget, HR, and other internal divisions to resolve issues and maintain accurate documentation.
- Develop and implement improved processes to enhance efficiency and reduce administrative delays.
- Supervise and support staff within the Procurement and Personnel Unit, ensuring clear communication and workflow management.

Qualifications
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
