ABOUT THE CAMPAIGN FINANCE BOARD
The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation.
We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.
We believe that when every New Yorker is empowered to participate meaningfully in elections, candidates will better reflect the communities they serve, elected leaders will be more accountable to the public, and New Yorkers will have a democracy they can truly trust.
ABOUT THE UNIT
The Strategy, Products, and Innovation (SPI) division is where the agency plans its future and builds it. SPI brings together long-term planning, research and policy implementation, product development, and technology modernization. SPI operates across the agency to test new ideas and turn them into lasting improvements. Across all of its work, the division is committed to advancing a democracy that is more open, transparent, and equitable for all New Yorkers.
The Strategy and Policy department allows the agency to deliver on its mission to expand and strengthen NYC’s democracy through evaluating impact, developing policy solutions, fostering intergovernmental connections, analyzing legislation, and more. Internally, the department leads strategic planning, program evaluation, and the creation and implementation of policies that guide how the agency operates and evolves over time. Externally, the department shapes New York City's elections landscape by publishing legislative recommendations and original, data-driven research through the Voter Analysis and Post-Election Reports, work that informs decision-makers and contributes to a stronger democratic process across the city. The department also manages the agency's relationships with policymakers and government officials, ensuring the agency maintains a strong, credible voice in the conversations that matter most.
JOB DESCRIPTION
Reporting to the Data & Metrics Manager, the Data & Metrics Analyst will be responsible for supporting the development of the NYCCFB’s impact measurement framework, ensuring that strategic goals translate into clear, measurable outcomes. The role will build dashboards and other reporting tools from scratch, lend survey design and programming support to teams across the agency, and conduct advanced analyses using internal and external sources.
The role of the Data & Metrics Analyst bridges data, strategy, and execution to ensure the agency’s strategic plan is monitored with rigor and transparency. They translate complex data into actionable insights to inform strategic decision-making at every level, bolstering accountability and ensuring the organization’s work remains aligned with its mission to serve New Yorkers and strengthen local democracy.
The responsibilities and tasks to be completed in this role include, but are not limited to:
- Conducting quantitative and/or qualitative analyses using internal and/or external sources
- Building data dashboards and other reporting tools from scratch
- Conducting predictive analyses and building statistical models to inform strategic decisions
- Creating impactful data visualizations and/or drafting reports for executive audiences
- Liaising with other teams across the agency to establish SOPs and data governance standards
- Presenting strategic findings to internal and external audiences

Knowledge
- Knowledge of structural barriers to participation in local democracy and the importance of making local democracy more open, transparent, and equitable
- Knowledge of survey design, programming, and methodologies.
- Knowledge of descriptive and inferential statistics, as well as predictive analytics
- Knowledge of public sector, nonprofit, or mission-driven organizational environments.

Skills
- Skill in speaking and writing clearly, with the ability to synthesize information from multiple sources and translate technical concepts into accessible language.
- Skill in using Microsoft Office 365 applications (e.g. PowerPoint, Excel, Word, etc.).
- Skill in data management (e.g. data cleaning, collection, governance, manipulation, documentation, etc.) and comfort working with large datasets.
- Skills in data analysis and reporting, including the ability to interpret quantitative or qualitative data, identify meaningful trends, create clear visualizations, and craft impactful, data-driven narratives
- Skill in building interactive data dashboards, with proficiency using at least one of the following applications: Tableau, ArcGIS, or Power BI.
- Skill in building and deploying robust statistical and/or predictive models (e.g. linear and multivariate regressions, key drivers, etc.), with some experience developing these models using a relevant statistical package or programming language (e.g. Stata, SPSS, R, Python, etc.).
- Skill in survey design and programming, with some experience in a relevant survey programming application (e.g. Microsoft Forms, SurveyMonkey, Qualtrics, Forsta Surveys, etc.).
- Skill in using other digital tools and willingness to learn new ones (Miro, Monday.com, etc.).

PREFERRED QUALIFICATIONS
- Advanced proficiency with either Tableau, ArcGIS, or Power BI; direct experience building data dashboards or interactive maps from scratch is a plus.
- Advanced proficiency with either Stata, SPSS, R, or Python; direct experience using these tools to build robust statistical and/or predictive models.
- Advanced analysis skills and comfort working with large, complex, or messy datasets; direct experience in cleaning, coding, manipulating, visualizing and reporting data is a plus.
- Some experience with Monday.com, Miro, or Visio is a plus.

Qualifications
MINIMUM QUALIFICATIONS
1. A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
3. Education and/or experience equivalent to “1” above.
