The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Research, Implementation, and Safety unit (RIS) is a multi-disciplinary team dedicated to making the streets of New York City safer for all users as part of Vision Zero, a citywide policy striving to eliminate serious injuries and fatalities from traffic crashes. The School Safety unit, a part of RIS, is responsible for improving street safety near K-12 schools throughout New York City. School Safety redesigns dangerous corridors and intersections used by NYC students to access schools, works with NYC agencies to improve school safety and operations, and manages curb regulations along all school frontages in NYC.

School Safety is seeking an experienced and highly motivated professional to serve as a Lead Inspector. Under the direction of senior staff and with wide latitude for independent judgement, the candidate will be responsible for managing a group of inspectors and overseeing their work, conducting field investigations and performing data collection to support School Safety’s projects and programs, with the primary focus on siting and installation of all required signage along K-12 school frontages in NYC in accordance with NYC DOT engineering standards.

Typical assignments of a Lead Inspector will involve supervisory tasks, field investigations and miscellaneous data collection. Supervisory tasks include monitoring workload, performance, and productivity of staff; reviewing the work of staff to ensure high quality and adherence to all requirements and standards; coordinating assignments to ensure timely completion of work orders, studies, and project deliverables; and recommending and implementing process improvements. Typical field investigation and data collection assignments will involve detailed curbside/intersection inventories, traffic control and land use assessment, examining street operations, conducting radar speed surveys, collecting traffic/pedestrian volume counts, and managing other data collection requests. Additional duties to be performed consist of data entry, using City-specific transportation software (e.g. SIMS program for sign orders), assisting with data analysis, maintenance of databases, and preparation of relevant forms, reports, correspondence, memos and logs. Selected candidate must have and maintain a New York State Driver’s License and be able to work outside in all weather conditions.

Preferred Skills
The preferred candidate will be proficient in Microsoft Word, Excel, and the Sign Information Management System (SIMS). The preferred candidate should have experience conducting field investigations, training staff in conducting investigations, and reviewing the work of field inspectors. Strong leadership and supervisory skills are a must.

Note: Less than 2 yrs. City Service - New Hire Rate: $78,740, 2 or more yrs. City service - Minimum Incumbent Rate: $90,551.

TRANSPORTATION SPECIALIST - 22316

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
