Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of
community-based organizations and programs to alleviate the effects of poverty and to provide
opportunities for New Yorkers and communities to flourish.
DYCD is recruiting for a Senior Network & Systems Engineer to lead the design, implementation,
security, and ongoing support of the agency’s IT infrastructure. This role requires an advanced
understanding of core technologies commonly deployed in enterprise IT environments, along with the
ability to operate with a high degree of independence and technical judgment.
These technologies include, but are not limited to: switching and routing, firewalls, load balancers,
VoIP, Windows and Linux servers, cloud-based infrastructure platforms, Group Policy, LDAP (Active
Directory), DNS, and configuration management.
The selected candidate will serve as a senior technical resource in configuring and managing LAN
services and the agency’s endpoint on the Citywide WAN in coordination with the New York City Office
of Technology and Innovation (OTI). The candidate will also lead the design and continuous
improvement of technology systems that enhance operational efficiency, security, and scalability
across the agency.
Responsibilities include, but are not limited to, the following:
- Lead the planning and execution of incident response and postmortem exercises, establishing
measurable benchmarks and driving continuous improvement
- Partner with the security engineering team to enhance tool utilization and workflows, and collaborate
with advanced threat and assessment teams to mature monitoring and response capabilities
- Conduct comprehensive architecture risk analyses and lead the design and implementation of
solutions to remediate security gaps
- Oversee and manage router and switch configurations across complex LAN and WAN environments
- Lead the administration and optimization of physical and virtual Windows Server environments
across multiple locations
- Serve as a senior administrator for Active Directory (AD), ensuring integration across networking,
security, messaging, remote access, and virtualized environments
- Participate in and lead all phases of the systems lifecycle (planning, design, implementation, and
maintenance) for operating systems, applications, and system management tools
- Coordinate with OTI teams to support and enhance systems and services hosted by OTI
- Provide guidance and technical leadership in supporting wireless mobile device connectivity and
enterprise services
- Proactively ensure the highest levels of system and infrastructure availability, reliability, and
performance
- Design and develop advanced scripting and automation solutions to improve efficiency and reduce
manual intervention
- Lead troubleshooting efforts for complex system and network issues, coordinating with appropriate
teams as needed
- Communicate effectively with management, providing updates on system health, risks, and project
status
- Oversee documentation and maintenance of hardware and software inventories, ensuring accuracy
and compliance
- Develop, standardize, and maintain IT procedures, policies, and processes
- Provide technical guidance and mentorship to junior staff, as applicable
- Lead or contribute to special projects and strategic initiatives as assigned

Qualifications
Professional/Vendor Certification, Education and Experience Requirements: You must have current professional/vendor certifications.
In addition, you must have one of the following:
1. A masters degree in computer science or a related field from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 12 months of satisfactory full-time (not classroom based) specialized experience in computer applications development planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management as described in the following nine Major Task Groups in the IT Titles Task Inventory*: Applications Development; Web Development, Design, and Maintenance; Business/Systems Analysis; Project Management Support; Application Design; GIS Structures, Spatial Analysis, and Mapping Principles; Testing; Technical Writing; and Version Control; OR
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in “1” above; OR
3. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in “1” above plus 48 months of information technology experience as described in the IT Task Inventory *; OR
4. A satisfactory combination of education and experience which is equivalent to “3” above. Education may be substituted for the information technology experience on the basis of 30 semester credits from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) is equivalent to 12 months of experience, up to a maximum of 48 months. However, if you qualify under options “2,” “3” or “4,” you must have at least a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and at least 24 months of satisfactory full-time (not classroom based) specialized information technology experience as described in “1” above.
