DCWP is seeking a dynamic, forward-thinking, innovative, and community-centered professional to serve as Talent Acquisition Manager to oversee the Recruitment and Onboarding team. The Talent Acquisition Manager will report to the Deputy Director of Human Capital and will lead a team of Human Capital Associates and interns, overseeing recruitment operations, onboarding processes, special hiring programs and LinkedIn Recruiter. This role is critical to building a diverse and high-performing workforce while expanding the Agency’s presence across New York City communities. The Talent Acquisition Manager will drive innovative recruitment strategies, strengthen community partnerships, and collaborate with the Office of Diversity, Equity, Inclusion, and Accessibility (DEIA) to advance equitable hiring practices.
Key Responsibilities

- Lead and manage daily operations of the Recruitment and Onboarding team, ensuring compliance with civil service regulations, DCWP protocols, and employment laws.
- Manage LinkedIn Recruiter platform and actively recruitment for DCWP positions specifically Agency Attorneys.
- Oversee full-cycle recruitment including job postings, candidate sourcing, screening, interview coordination, and onboarding through NYCAPS/eHire.
- Serve as the agency’s representative at job fairs, career expos, and community hiring events across New York City.
- Build and maintain partnerships with schools, community organizations, and professional associations to strengthen the agency’s talent pipeline.
- Promote civil service exams and DCWP job opportunities through outreach campaigns, digital platforms, and community engagement.
- Provide hiring managers with guidance, updates on candidate pipelines, and support throughout the recruitment and onboarding process.
- Lead recruitment for special programs including internships, temporary hires, volunteers, and consultants.
- Monitor recruitment metrics and implement strategies to enhance outreach effectiveness and hiring outcomes.
- Partner with the Office of DEIA to ensure recruitment strategies support equitable and inclusive hiring practices.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
