Job Description

Business Title: Digital Media & Communications Specialist

The Problems You’ll Solve:

MOERJ seeks an experienced Digital Media & Communications Specialist (DMCS). Reporting to the Senior Communications Director (SCD), you will serve a critical role in developing creative content for MOERJ, as well as the units within MOERJ. With a deep understanding of creative industry standards and practice, the DMCS will design both traditional and new media assets that increase understanding of equity, support internal city agency culture change, promote as well as increase the awareness of the city’s equity initiatives, and engage diverse communities. Under the guidance of the SCD, the DMCS will fulfill creative briefs, asset requests, cohesive campaign designs, logo rebrands, general graphics and motion assets. As an integral member of the MOERJ team, the DMCS will also support a variety of related projects including events, press activities, and other engagements as needed.

In this role you will design graphics, digital materials, and visual storytelling content that make policies, programs, and community initiatives accessible and engaging to the public.

Brand Synergy + Creative Innovation | Under the direction of the SCD, you will refine and elevate MOERJ’s visual identity across all entities by creating cohesion among existing brand elements and introduce fresh, innovative design solutions. You will bring creativity and imagination to every aspect of content development, ensuring MOERJ’s branding and storytelling remain dynamic, high-quality, and aligned with the agency’s mission to engage and inspire the public.

Creative Design Excellence | This role requires exceptional creative design skills, and not an overreliance on Canva or similar tools. You must have the ability to conceptualize and deliver stylized, modern logos, website interfaces and other contemporary design components with minimal guidance, ensuring all designs reflect current trends, agency standards, industry practices and agency goals.

Document Design + Protocol Development | You will support the agency by designing visually engaging internal and external documents, including one-sheets, briefs, PowerPoint presentations, and other materials. By integrating a creative design flair, you will transform routine documents into visually appealing resources. Additionally, you will develop stylized templates and best practices to help guide the agency.

Required Duties:

At the direction of the SCD, the DMCS will:

Work in partnership to plan, conceptualize, and lead all graphic design and creative content, including:
- New/Digital/Social Media: Carousel graphics, logo creation, newsletter templates, site designs, infographics, simplified motion graphics (Ex. GIFs etc.), toolkits, quote cards, profile
avatars, cover images, online ads, illustrations, PowerPoint templates etc.
- Traditional Media: Onsite signage (Ex. Posters, directional signs etc.), takeaway collateral, flyers, one sheets, invitations, brand guides, OOH, graphic murals, advertising furniture (Ex.
Bus shelters, subway ads etc.), promotional items etc.
- Help produce and manage creative content for activations across owned media channels in static or animated/motion/video formats.
- Serve as a thought-partner, regularly brainstorming, proposing new ideas, concepts, and design solutions
- Assist on all marketing, creative and design initiatives, and perform other duties incidental to the role.
- Build strong relationships across the city, working closing with other Agency graphic designers and creative teams.

Elevated graphic and motion design skills:

- Motion: Logo animations, cinemographs, animated chyrons, animated illustrations etc.
- Illustration: Analog drawing, painting and digital drawing skills. Developing rough drafts, creating storyboards and outlining design frameworks. Creating full illustrations by combining
painting, hand-drawn and digital-created assets/images. Experience using computer-aided design (CAD) software a plus.

Social Media Management:

- Manage and maintain the office’s social media accounts (Instagram, X/Twitter, Facebook, LinkedIn, etc.).
- Develop, schedule, and publish posts highlighting office initiatives, programs, community partnerships, and public events.
- Write clear and engaging captions and messaging that reflects the office’s mission and values.
- Monitor social media platforms, respond to comments/messages, and support public engagement.
- Track analytics and prepare reports on engagement, reach, and performance.

Graphic Design & Visual Content:

- Design graphics for social media, reports, presentations, campaigns, and community outreach materials.
- Create visual content such as infographics, digital flyers, and short-form videos.
- Maintain consistent branding across all digital communications.
- Collaborate with staff to translate complex policy or equity initiatives into clear visual materials.
- Support design needs for public campaigns, events, and community education efforts.

Qualifications

1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four year high school diploma or its educational equivalent plus four years of experience as described in "2" above; or
4. A satisfactory equivalent combination of education and experience.
