The Department of Design and Construction (DDC), Operations Division, Continuity of Operations Planning (COOP) Unit, is seeking a Program Coordinator who will serve as one of the agency’s COOP Project Analysts, working collaboratively with another Project Analyst to support COOP-related functions.
Key responsibilities include assisting with the quarterly maintenance of the DDC Continuity of Operations Plan (COOP), including requesting unit updates, tracking changes, collecting division head endorsements, and publishing the updated plan. The Program Coordinator will maintain the COOP Executive Playbook by updating senior staff contact rosters and reflecting on any role or escalation changes. The position will also monitor compliance status to ensure all quarterly maintenance submissions meet established deadlines.
Additional responsibilities include organizing COOP materials by maintaining a clear and consistent folder structure and ensuring that the most current versions of the COOP plan, executive playbook, meeting minutes, incident reports, and guidance documents are readily accessible. The Program Coordinator will assist in planning and delivering the annual tabletop exercise by developing agendas, creating presentation materials, and facilitating exercise sessions.
The successful candidate will serve as the primary point of contact for Everbridge. This includes managing Everbridge contact lists and system testing, maintaining essential staff, Emergency Response Team, and senior leadership lists, adding and testing break-glass credentials as needed, and documenting notification procedures and mobile application access to support continuity operations. The position also involves drafting, updating, and refining standard operating procedures and related agency guidelines.
The Program Coordinator will attend COOP conferences, meetings, and interagency working groups as needed, and provide operational support to staff contributing to initiatives across the Operations Division. In addition, the Program Coordinator will assist with other emergency preparedness initiatives both within the Operations Division and agency-wide, and support additional areas as needed to address workforce need and operational requirements.

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
