Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $150,000.00-$160,000.00

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Office of Information Technology department has the responsibility to provide high quality, reliable, sustainable technology services, and support to meet the needs of the families and children we serve through ACS, its vendor partners and other city agencies. The Business Solutions unit provides project management services, gathers systems requirements, performs system testing to build systems that meet our customers' needs and supports their operations. In addition, it provides IT Project Management and Application Development services to define and deliver IT solutions that meet the specific needs of all ACS divisions. This unit collaborates with staff across the agency to provide solutions, support and guidance to all ACS divisions. The unit comprises of Project Management Office, Business Analysis, Application Development and Quality Assurance Testing.

The selected candidate will be responsible for the following duties and responsibilities:

Lead and Oversee Documentation Development

- Direct the creation of critical project documentation, including software component specifications, process flow diagrams, use cases, test scenarios, training materials, and gap analysis documents.

- Ensure consistency, accuracy, and alignment with agency standards across all BA deliverables.

Data Analysis and Governance

- Supervise the design and execution of SQL queries to extract, validate, and analyze data in support of decision-making.

- Provide guidance on best practices for data integrity, security, and reporting standards.

Business Process Reengineering

- Manage workflow analysis activities, including AS-IS assessments and TO-BE process design.

- Facilitate workshops with stakeholders to drive consensus, prioritize requirements, and ensure alignment with organizational goals.

Team Management and Mentorship

- Lead, mentor, and evaluate a team of Business Analysts, trainers, and technical writers.

- Assign tasks, review deliverables, and provide professional development to elevate team performance.

- Establish measurable KPIs for BA work products and team output.

Stakeholder and Cross-Functional Collaboration

- Act as the primary liaison between business units, technical teams, and executive leadership.

- Translate policy and operational needs into system requirements while ensuring stakeholder engagement and communication at all levels.

Project Oversight and Methodology Enforcement

- Ensure adherence to project management methodologies (Agile, Waterfall, Hybrid) and the full project lifecycle.

- Oversee scope management, requirement traceability, change control, and risk mitigation strategies.

Strategic Contribution

- Partner with senior leadership to shape long-term technology roadmaps, identify opportunities for automation, and propose innovations that enhance service delivery across child welfare, juvenile justice, and early care programs.

Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.
