HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities. The Office of Asset and Property Management (APM) is composed of three divisions, which includes the Divisions of Asset Management, Property Management and Housing Supervision.
The Division of Asset Management safeguards the longevity and affordability of HPD’s housing portfolio by identifying at-risk buildings, stabilizing struggling assets, and ensuring compliance with regulatory agreements. The Division monitors both physical and financial conditions, collaborates with owners and partners, and works with HPD’s Office of Development to reposition projects through financial assistance, property management changes, or ownership transfers. Its core programs include the Tenant Interim Lease (TIL) Program, which supports tenant associations in developing self-sufficient low-income cooperatives; the Technical Services Program, which provides specialized resources to APM divisions; and the Lead Unit, which ensures lead-safety in city-owned buildings.
Your Impact:
As the Director of TIL, you will be responsible for overseeing the day-to-day operations of the TIL program consisting of 70 Tenant Associations (TA) with 78 buildings.
Your Role:
Your role as TIL Director is to be a strategic planner and astute project manager who can organize appropriate information to troubleshoot policy and procedural issues and problems on the ground. You must also be a dynamic leader who can supervise and motivate a diverse team with varied skills and experiences. The TIL Director must demonstrate superior communication, time management, and task management skills to keep up with the volume and pace of a heavy and complex workload.
Your Responsibilities:
- Program Oversight & Policy Compliance
- Manage, monitor, and implement program policies and protocols, including by-laws, City rules, and net lease agreements.
- Ensure accountability and compliance among TAs, TIL staff, and contracted training providers.
- Tenant Association & Building Management
- Oversee the proper management of buildings, ensuring compliance with:
o Rent collection policies
o Financial reporting standards
o Annual TA elections
o Vacancy control and commercial leasing
- Upgrade and develop tools and resources for efficient TA operations.
- Maintenance & Repair Oversight
- Ensure timely and effective building maintenance throughout the TIL portfolio.
- Monitor repair needs, address city-issued violations, and manage the repair budget to prevent overspending.
- Legal & Compliance Coordination
- Monitor legal issues involving TAs and coordinate legal guidance through HPD and community-based partners.
- Interagency & Internal Coordination
- Collaborate with:
o Technical Services (for repairs and maintenance)
o Lead Compliance
o Violations Coordinator
- Coordinate with HPD’s development office regarding property disposition strategies and timelines.
- Training & Technical Assistance
- Facilitate ongoing training opportunities for staff and TAs in alignment with current program policies.
- Administer two (2) training contracts to address evolving technical assistance needs.
- Process & Performance Management
- Create and maintain formal workflow structures and communication protocols.
- Develop performance benchmarks and outcome measures to track success.
- Succession & Tenancy Administration
- Administer tenancy succession policies across the TIL program to ensure fairness and continuity.
- Leadership & Supervision
- Supervise a team of 27 staff, including 7 field personnel.
- Foster a collaborative, high-performing work environment that reflects the diversity and complexity of the program.
- Agency Representation
- Represent HPD in external meetings with city agencies, community organizations, and other stakeholders as directed by the Assistant Commissioner.
- Other Duties
- Perform additional responsibilities and initiatives as assigned by the Assistant Commissioner to support the mission and evolution of the TIL program.
This position requires fieldwork and evening hours and weekend hours to meet with TAs.
This position will be on-call evenings, weekends, and holidays to handle emergency situations in TIL buildings.
Preferred skills:
- Minimum 3 years of property management and building maintenance experience.
- Professional and effective interpersonal communication skills, including conflict resolution and management.
- Excellent time management skills and the ability to prioritize tasks in accordance with program objectives.
- Must be computer literate including demonstrated proficiency in MS Outlook, MS Word, MS Excel.
- Familiarity with HPDInfo and violation tracking systems for DOB, DOHMH, DSNY, DEP, etc. a plus
- Fluency in Spanish language a plus.
