Job Description
On June 16, 2022, Governor Kathy Hochul signed the NYC Public Housing Preservation Trust Act, which authorized the creation of the NYC Public Housing Preservation Trust (the Trust). The Trust is a public benefit corporation that will oversee the renovation and rehabilitation of the city’s public housing developments, owned by the New York City Housing Authority (NYCHA). NYCHA will remain the permanent owner of the land/buildings and will enter a long-term ground lease with the Trust to secure Section 8 vouchers.
The selected Property Manager will be a NYCHA employee assigned to Nostrand Houses and will manage the development on behalf of the NYC Public Housing Preservation Trust.
Under the direction of the Neighborhood Administrator, the Property Manager will perform work of a complex and responsible nature and will maintain oversight of the successful financial and operational performance of the property. The ideal candidate will lead and work proactively with a dynamic, motivated team of impact-focused professionals to ensure: 1) quality housing through regulatory and program compliance; 2) a safe and respectful environment of customer service; and 3) access to community-based services for residents.
Specific duties and responsibilities include but are not limited to:
General Property Administration – Maintain a professional office setting and work environment for staff, residents and community members. Promote availability of standard office hours for routine matters, and the accessibility of services for emergency issues.
As a property of the Trust, the Property Manager will be required to assist with post-conversion work including ongoing coordination with the selected Design-Builder during the construction phase. The Property Manager is expected to coordinate and collaborate with members of the Trust team as needed to successfully manage through the construction period as well as post-construction activities.
Management Functions: Oversee an Assistant Manager and a team of Housing Assistants to perform various management and tenancy functions, including but not limited to:
Rent Collection/Legal Action - Ensure timely collection of rent payments and ensure processing of documents for timely legal action for rent delinquency and holdover cases; perform timely and accurate data entry of related records; authorize requests for rent adjustments; obtain tenancy and income verifications; and maintain computer files in accordance with NYCHA procedures.
Annual Recertifications – Coordinate with the Leased Housing Department as needed to ensure Housing Assistants are working together to facilitate resident compliance with the annual recertification process. In addition, ensure Housing Assistants are accurately processing the recertifications submitted by Property Management
Uncollected Accounts – Ensure uncollected accounts are processed in the required timeframe pursuant to NYCHA policy.
Visual Assessments - Ensure all visual assessments (for mold, lead etc.) are completed by trained staff and that the appropriate repairs and follow up are completed for all work orders in the Maximo work order system.
Occupancy and Vacancy – Ensure vacant apartments are prepared in accordance with policy and procedures and are available for occupancy; utilize professional marketing techniques when offering units; maintain high occupancy levels by leasing units in a timely manner; maintain records of assigned units’ status in the Tenant Turnover Log (TTL).
Rentals – Ensure tenant selections and rental processes are completed timely and accurately to ensure HAP payments start in a timely manner and are maintained.
Subsidy Terminations – Monitor subsidy activity for potential terminations; work with residents to comply/resolve identified issues; initiate appropriate tenancy action as required.
Procurement – Maintain sufficient materials, services and staffing to complete apartment-related, corrective maintenance, and preventive maintenance repairs are performed timely and consistently; ensure all goods and services are procured in accordance with NYCHA policies.
Resident Relations – Manage resident engagement to ensure compliance with HUD regulations and residents receive exemplary customer service.
Staff Supervision/Training – Ensure staffing levels are met, develop and secure training, supervise and discipline staff as appropriate; participate in pre-employment interviews and hiring processes.
Budgeting & Reporting – As a Trust property, the Manager will have additional budget responsibilities and will be expected to work closely with Finance to manage the property within the allocated budget. The Manager must also ensure the timely and accurate submission of various management reports as needed.
Safety & Security – Comply with all safety guidelines to ensure the safety and security of residents and staff.
Maintenance Functions:
Oversee a Superintendent and Assistant Superintendent with responsibilities including but not limited to:
- Repair/Work Orders – Ensure resident repair requests are responded to within prescribed guidelines; coordinate the completion of repairs and close-out work orders in accordance with established procedures. As a Trust property, there are strict service level agreements, and the Manager must ensure compliance through decisive allocation of resources between trades and vendors.
- Property Maintenance – Conduct property inspections, which include move-ins, housekeeping, and grounds to assure adherence to established satisfactory standards.
- NSPIRE – In conjunction with the Property Maintenance Supervisor, formulate and implement a plan for successful NSPIRE inspection(s) and corrective action plans within the required timeframe. Conduct pre-inspections to ensure units do not fail resulting in suspended subsidies. Work with Leased Housing Department on scheduling and/or rescheduling of the required annual inspections.

Qualifications
1. A four-year high school diploma or its educational equivalent and four years of satisfactory, full-time experience in the following: management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management or tenant relocation activities in connection with housing or with reconstruction/rehabilitation projects. Such experience must include at least one year of experience supervising other real estate management agents; or
2. A baccalaureate degree from an accredited college and two years of experience described in "1" above, including the one year of experience supervising other real estate management agents; or
3. A satisfactory combination of education and/or experience equivalent to "1" or "2" above. However, all candidates must have the one year of experience supervising other real estate management agents. Education may be substituted for experience on the basis of 60 semester college credits for one year of acceptable experience.
To be acceptable, experience in property management must have included both renting and operating the managed properties. Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or
assuring that vacancies are ready for occupancy. Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.
To be acceptable, experience in site management must have included on-site rental and maintenance of buildings. To be acceptable, experience in relocation must have included negotiation with tenants to surrender leases for cash consideration or for an alternative
site, and determining tenant eligibility for benefits.
