The New York Department of Citywide Administrative Services (DCAS) seeks a qualified candidate to serve as its Deputy Commissioner of Real Estate Services, responsible for the planning, management, and operations of the City’s real estate portfolio. The Deputy Commissioner will oversee acquisitions and dispositions including purchasing and leasing, appraisals, design, and project management for leased spaces, ULURP applications, property, and implementation of initiatives to maximize efficiencies utilizing City-controlled real estate.
The position will oversee all operations of the DCAS’s real estate services, including managing properties surrendered by other City agencies as surplus; locating and acquiring property required for use by City agencies; long and short-term leasing of City-owned properties for revenue; disposition of real estate by means of sales and lease auctions; managing the portfolio-tracking systems and databases that supports all real estate operations; coordinating with other agencies for land use approvals; identify and implementing energy efficiency, storm resiliency, and economic development initiatives in City -owned and City-leased spaces; and managing the acquisition of private properties for City agency use. The Deputy Commissioner is responsible for planning, directing, and managing the activities of the following offices:
- Portfolio Planning and Management: Responsible for the space planning and management of 15 million square feet of City-owned space and 22 million square feet of leased space, including the surveying and categorization of office space via ARCHIBUS; provides workplace service functions such as IT and telecommunications, furniture, and design assistance.
- Leasing and Acquisitions: This unit handles citywide acquisitions (either through lease or purchase) for agency office, warehouse, industrial, parking, and other needs. It is responsible for negotiating a portfolio of over 22M square feet of leased space.
- Planning and Dispositions: Dispositions (including sales, leases, licenses) of City-owned property; oversight of approx. 2000 DCAS lots; tracking of 15,000 City-owned lots located within all 5 boroughs; zoning and land use analyses; allocate agency jurisdiction over surplus properties,
- Design & Project Management: D&PM is responsible for providing project management services for the renovation of leased and City-owned space including programming, preliminary design, scope of work development, cost estimating, space measurement verification and construction administration, among others.
- Financial Services: Reviews financial aspects of complex transactions involving the disposition and acquisition of property; accounts for revenues and receivables resulting from the sales and rental of property; appraises property to be disposed of and acquired; administers leases for space occupied by DCAS, the Board of Elections and various courts; and audits rent paid by tenant agencies and charged by landlords.
