Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Under Local Law 199 of 2019, the Department of Sanitation is required to implement a program known as Commercial Waste Zones (CWZ), which transfers the regulation of private waste haulers to the Department of Sanitation.
The Deputy Director, Audits and Regulatory Code will be a senior leader responsible for ensuring regulatory compliance and conducting targeted audits within the Commercial Waste Zones (CWZ) Program.

Responsibilities include but are not limited to the following:

- Develop and oversee a comprehensive audit framework for CWZ compliance.
- Ensure adherence to Local Law 199, DSNY’s Commercial Waste Zone Records and Reporting Requirements, and the CWZ Template Agreement.
- Lead investigations into potential violations, ensuring accurate reporting of waste volumes, pricing, vehicle miles traveled, and compliance with safety regulations.
- Manage the issuance of Notice of Violations (NOVs) and the enforcement of penalties, ensuring all fines are tracked and collected efficiently.
- Serve as the primary liaison between DSNY and BIC to align audit findings with financial oversight priorities.
- Develop audit policies to strengthen DSNY’s authority over CWZ compliance and penalty enforcement.
- Ensure Carter audits are conducted per industry best practices, reducing backlog and maintaining efficient compliance enforcement.
- Establish internal controls to prevent regulatory violations from escalating into systemic issues.

Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing and cost accounting and five years of full-time experience in management auditing, EDP auditing, financial accounting and/or financial auditing, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors; or

2. A valid Certified Public Accountant License or a certificate as a Certified Internal Auditor and four years of full-time experience as indicated in "1" above, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors.
