Job Description
The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.

MOCS is seeking a detail-oriented Reporting Analyst to join the Payment Taskforce team. This role will focus on managing, developing, and quality-checking data reports related to invoicing, payment processing, and budget systems. The ideal candidate will have strong analytical skills and the ability to translate complex data into actionable insights to drive process improvements and policy revisions. This position offers an opportunity to play a crucial role in optimizing our payment and invoicing processes through data-driven decision making. The successful candidate will help shape policies and procedures that enhance operational efficiency and financial performance.
Key Responsibilities:
Data Management and Analysis
- Develop and maintain comprehensive reporting systems for invoicing, payment processing, and budget tracking
- Design and implement data quality control measures to ensure accuracy and reliability of financial reports
- Analyze payment processing trends, identifying patterns and anomalies that impact operational efficiency
- Create and maintain dashboards to visualize key performance metrics and financial data
- Conduct regular audits of payment data to ensure compliance with established procedures and policies
- Design and implement data-driven KPIs to measure the effectiveness of payment and invoicing processes
- Monitor and report on key metrics related to payment processing times, error rates, and budget variances
- Develop benchmarks for performance evaluation and process optimization
- Create regular reports highlighting progress toward established goals and objectives
Process Improvement
- Identify opportunities for process optimization based on data analysis and trending
- Recommend policy revisions and procedural changes supported by data-driven insights
- Collaborate with stakeholders to implement improved workflows and tracking systems
- Document and standardize reporting procedures to ensure consistency and reliability
Stakeholder Communication
- Present analytical findings and recommendations to leadership and stakeholders
- Prepare detailed reports and presentations explaining data trends and their implications
- Respond to ad-hoc reporting requests from various departments and stakeholders
- Provide training and guidance on data interpretation and report utilization
Preferred Qualifications
- Bachelor's degree in Business Analytics, Finance, Statistics, or related field
- 3+ years of experience in data analysis, preferably in finance or payment processing
- Strong proficiency in data analysis tools and visualization software (e.g., SQL, Excel, Tableau, Power BI)
- Experience in developing and tracking KPIs and performance metrics
- Excellent attention to detail and quality control mindset
- Strong analytical and problem-solving skills
- Experience with financial systems and payment processing workflows
- Knowledge of budget management and financial reporting principles
- Background in process improvement methodologies
- Advanced degree in related field
- Project management experience

Qualifications
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four year high school diploma or its educational equivalent plus four years of experience as described in "2" above; or
4. A satisfactory equivalent combination of education and experience.
