Job Description

The Office of the Deputy Commissioner of Legal Matters provides legal guidance to the Police Department and is responsible for advising all members of the Department on all legal matters affecting the Department, including major criminal and civil litigation and important legislative and judicial developments. The office monitors and facilitates the relationship between the Department and the rest of the criminal justice system and assists members of the service in interpreting and enforcing state, federal, and local laws: ensures that the policies and practices of the department are lawful and are fairly applied; and develops legislation in accordance with the needs of the Department and public safety concerns.
The New York City Police Department's Police Action Litigation Section ("PALS) assists the NYC Law Department in the defense of litigation against the City, the Police Department, and individual members of the service, where such litigation arises from police enforcement action. The Section functions as the primary liaison to the NYC Law Department to reduce financial exposure for the City and the Department, all of which impacts the success of the Department's primary law enforcement mission, The Section's objective is to increase the effectiveness of the Department's law enforcement actions while decreasing its civil liability.
PALS is seeking a qualified candidate in the role of Director who will:
1.) Regularly confer and collaborate with executive members at the NYC Law Department and Office of the Comptroller regarding claims arising from police action.
2.) Confer with appropriate stakeholders about operational impacts any injunctive relief may have on the Department and the involved Bureau(s).
3.) Institute, amend, or inform training across the entire Department.
4.) Supervise a diverse team of civilian attorneys, uniformed officers, and administrative support staff,
5.) Oversee the operations of the Bureau's e-Discovery and civil discovery teams

Qualifications
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
