Job Description

The City of Mission is seeking an experienced, collaborative, and service-oriented Senior Human Resources Advisor to take a leadership role within the Human Resources department and support the delivery of strategic and operational HR services across the organization. Reporting to the General Manager, Corporate Services, this exempt position leads the planning, organization, supervision, direction, and evaluation of human resources staff and programs in support of Council and corporate strategic goals.

In this key leadership role, you will help deliver effective and responsive human resources programs and services in areas including human resource planning, organizational development, recruitment and selection, performance management, job evaluation/classification, compensation and benefits administration, and employee safety, wellness, and health. You will also foster an employee-oriented culture that emphasizes quality, continuous improvement, engagement, and high performance by providing orientation, development, coaching, and support to managers across the organization.

The Senior Human Resources Advisor also plays an important role in supporting positive labour and employee relations by managing collective agreement interpretation, negotiations, labour-management relations, investigations, disciplinary and grievance matters, and participation on joint committees. This position provides advice and guidance on employee relations issues, ensures compliance with City policies and regulatory requirements, and leads the development, implementation, and consistent application of HR policies, procedures, systems, and administrative processes. The role also contributes to corporate training and organizational development planning, including reviewing and improving performance appraisal processes and identifying organizational learning needs.

Qualifications

The ideal candidate will have a bachelor’s degree or diploma in human resource management, business, organizational development, or a related discipline, along with specialized training in areas such as employment law, compensation, organizational planning, employee and labour relations, occupational health and safety, and training. Candidates should bring a minimum of five years of related experience, including supervisory experience in a senior role, or an equivalent combination of education, training, and experience.

The preferred candidate will demonstrate strong knowledge of multiple HR disciplines, investigative techniques and protocols in a unionized setting, human resources systems, collective agreements, employment legislation, and organizational policies and procedures. Advanced Microsoft Office and HRIS skills are required, along with the ability to lead a team of HR professionals, communicate clearly and effectively, manage multiple priorities, and provide excellent service to a wide range of internal and external clients. A CPHR designation, or active affiliation with appropriate human resources networks and organizations, and a valid BC Driver’s Licence are also required.

The salary range for this exempt position is $117,612 – $130,680 annually, commensurate with experience and qualifications. This role also participates in a 9-day fortnight work schedule, supporting work-life balance while maintaining service delivery excellence.
