Job Description
The City of Mission is seeking an experienced and motivated Engineering Technologist 3 – Capital Projects to join our Engineering and Capital Projects Division. Reporting to the Manager of Capital Projects, this position performs skilled technical work related to the planning, development, implementation, and administration of complex municipal engineering capital projects. The successful candidate will take a leadership role in delivering projects independently while exercising considerable judgment and initiative in the coordination and administration of municipal infrastructure works.
This position is responsible for administering a wide variety of municipal engineering capital projects, including water, sewer, drainage, road, pump station, PRV station, and diking projects. Duties include preparing and administering contract documents, participating in tendering processes, conducting inspections and site visits, monitoring contractor performance, reviewing progress payments, coordinating consultants, and ensuring projects are completed to required standards, budgets, and timelines. The role also involves reviewing and approving utility permits, assisting with engineering design recommendations, monitoring project expenditures, participating in capital planning and Development Cost Charge programs, and preparing technical reports and presentations for Council and committees. The successful candidate will also provide technical expertise, mentorship, and direction to staff involved in capital project delivery while maintaining effective working relationships with internal departments, contractors, consultants, government agencies, and the public.
Qualifications
The ideal candidate will possess thorough knowledge of civil engineering principles, municipal engineering construction practices, contract administration, and capital project management processes. Strong organizational, analytical, communication, and leadership skills are essential, along with the ability to interpret engineering drawings, specifications, bylaws, and contract documents. The ability to work independently, manage competing priorities, and communicate effectively both verbally and in writing is critical to success in this role.
Applicants must possess a post-secondary Diploma in Civil Engineering Technology or a recognized equivalent, supplemented by recognized supervisory training. A minimum of five (5) years of experience in a municipal engineering environment or recognized equivalent is required, including direct experience through all stages of capital project management. Membership, or eligibility for membership, with the Applied Science Technologists and Technicians Association of BC (ASTTBC) as an Engineering Technologist is required, along with a valid Class 5 BC Driver’s Licence. The ability to obtain MMCD Certified Contract Administrator and PMP certifications is considered an asset.
