Job Description
Reporting to the Director of Corporate Services, the Bylaw Services Officer I is responsible for encouraging voluntary compliance with the City's regulatory bylaws through education and mediation. The Bylaw Services Officer I applies leadership and communication skills to educate the public about regulatory rules, conduct inspections to ensure bylaws are followed and investigate bylaw complaints related to Animal Control, Water Enforcement, Business Licensing, Good Neighbor, Traffic and Zoning bylaws.
The Bylaw Services Officer I is also responsible for the cleanup of the un-housed belongings when required, monitoring and cleaning up parks, recreation sites and public spaces for encampments and abandoned items. Administrative support for phone calls and written correspondence.
This position will require weekends and evening shifts. Current operational priorities include water enforcement, increasing dog license registrations, responding to after-hours noise complaints, and addressing animal-related concerns, along with other bylaw enforcement duties as assigned.
This role involves working collaboratively with the community, partner agencies and internal departments regarding solutions to various matters affecting our community, aligning with the City's goals and objectives. This role is ideal for an individual with superior communication and nonviolent conflict resolution skills interested in building constructive community relationships and enforcement in support of Merritt's vision and key municipal objectives, the needs of Merritt's citizens and community best practices.
Qualifications
Required Knowledge - Education, Training and Experience
- Completed a recognized Bylaw Compliance, Enforcement & Investigative Skills Level I
- Complete a recognized Animal Control course.
- A minimum of one (1) year of recent related experience in municipal bylaw enforcement and investigations or another relevant field is preferred.
- Thorough understanding of Bylaw strategies for achieving voluntary compliance
- Working knowledge of health and safety standards and regulations related to Bylaw.
- An equivalent combination of education, training and experience may be considered.
- Minimum 40 WPM typing skills.
- A valid BC (Class 5) driver's license.
For new hires and those working in designated positions of trust, including those working directly with vulnerable persons, employment is conditional on a satisfactory police information check.
Additional Information
This position is within the union bargaining unit and the rate of pay is $35.38 per hour, (2026 rates) with 14% in lieu of benefits upon completion of probation.
