Public Works currently has a vacancy for the position of Project Manager III (5506).

Job Description

As the Project Manager, with administrative direction, you will be working Part-Time to plan, organize, lead and control all aspects of a highly complex bond program in excess of $100 million. Using data-based decisions, you will focus on quantifiable and measurable project delivery results and construction contract types.  

Important and Essential Duties:
As a Project Manager III, your duties may include but are not limited to the following:

  • Develop customer client journey map to highlight inputs to better understand the experience for clients for architectural, engineering and permitting processes and projects at Public Works.
  • Identify process improvements and systematic changes to reduce costs, improve delivery and increase client satisfaction for Public Works delivery of Engineering, Architecture, and Building Repair.
  • Identify impediments and ways to overcome these challenges to improving the customer service processes and responsiveness of the Bureau of Street Use and Mapping and recommend business process changes for improved performance and delivery.
  • Develop and implement efficient, effective, and streamlined workflows and business processes that enhance responsiveness and improve the client experience of capital project delivery.
  • Analyze best practices and industry metrics to understand how other organizations in the industry provide client service and improve capital project delivery.
  • Develop and implement key performance indicators (KPIs) to measure and monitor customer service effectiveness for bond programs and specific capital projects.
  • Design and implement training programs for employees to enhance customer service skills.
  • Coordinate work of a multi-disciplinary technical staff across organizational boundaries.

Qualifications

Minimum Qualifications:
Any combination of education, training, and experience that could likely provide the required knowledge and abilities may be qualifying. A typical way to obtain this would be:

1.Bachelor's Degree in architecture, engineering, or planning plus eight (8) years of responsible architectural, engineering or construction management experience,

OR

2. Bachelor's Degree in another field plus ten (10) years of responsible experience in a field directly related to the project, 

OR

3. Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project, 

OR

4. Valid California registration as a professional engineer or architect, plus four (4) years of project coordination experience for major architectural, engineering or construction projects 

Notes:

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: 
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience working in a public sector environment managing large scale bond programs/projects in excess of $100 million, managing budgets, contracts, construction and operational delivery and working in a unionized civil service environment.   
  • Experience working within or in partnership with the City & County of San Francisco.
  • Demonstrated experience using multiple construction contracting types, such as CM/GC, design-bid-build, and best-value.
  • Experience leading or coordinating projects with multiple governmental funding sources.
  • Experience with public speaking, making presentations to commissions and elected officials and able to work in a highly complex and collaborative environment.
