Who We Are. The first of its kind in the nation, the San Francisco Commission on the Status of Women was established in 1975 by the Board of Supervisors after years of advocacy on the part of the San Francisco women’s community. In 1994, the voters of San Francisco approved Proposition E, which created a permanent City Department on the Status of Women to carry out the policies of the Commission.

* All references to “women and girls” include gender-expansive individuals and any woman or girl identified individual.

Today, the Commission and the Department’s primary purpose is to ensure women and girls equal economic, social, political and educational opportunities within City and County government through policies, legislation and programs.

Each year, the Department’s grants program distributes funds to community-based nonprofit organizations that provide essential programs and services to over 20,000 individuals annually. In 2021, as part of a strategic shift to create a greater impact and serve more San Franciscans while building a more diverse and efficient city government through gender-responsive, racially equitable policies and programs, the Department identified three core service areas to catalyze transformative change in the lives of women, girls, and gender nonbinary people: (1) Health and Safety; (2) Economic Security; and (3) Civic Engagement and Political Empowerment.

Through these areas, the Department aims to improve the whole lives of our targeted communities, including their health, wealth, physical safety and well-being. Our programming is designed to not just create balance when it comes to the construct of gender, but also to empower women, girls, and gender nonbinary people with the tools and resources to build pathways to healthy, safe, and prosperous futures.

DOSW endeavors to advance bold ideas and policy solutions that help women, girls, and nonbinary people close inequality gaps, improve their social standing and well-being, build political power and influence and create economic stability, security, and mobility.

The Department is seeking a Grant and Policy Associate to support department operations and staff grants.

In 2015, DOSW received a three-year grant from the U.S. Department of Justice Office of Violence Against Women (US DOJ OVW) to pilot a High-Risk Domestic Violence Lethality Response Team comprised of community advocates as well as officials from the San Francisco District Attorney's Office and the San Francisco Police Department. In 2018, the Department was awarded a three-year extension of the US DOJ OVW grant, and in 2021, DOSW again received another three-year extension.

In addition, the Department secured a two-year grant from the Blue Shield Foundation of California (BSFC) to fund an innovative multi-sector collaborative to implement community-specific prevention strategies to end domestic violence.

What You Will Do. Under supervision, the Grant and Policy Associate assists with and preforms professional level work in analyzing, researching and reporting functions related to the federal or private grant and department operations.

This work requires strong analytical acumen and project management skills; the ability to multi-task, shift priorities quickly and balance multiple deadlines and competing demands; comfort with technical details as well as big-picture concepts; strong written and oral communication skills; the ability to make effective oral presentations to a variety of audiences at all levels of expertise; establish, maintain and foster harmonious working relationships with a variety of City departments and agencies, community stakeholders, grantees, allies and partners. May include additional duties as assigned.

The essential duties of this position include:

1.Administration:  Assists in preparing budget and program delivery calendars; prepares, generates, and updates budget documents, contract reports, surveys, databases and mailing lists; tracks and coordinates revenue and expenditures, grants, program budgets, and other funds; assists with the preparation and submittal of supplemental budget modification requests to the funders; assists in preparation and coordination of development of legislative proposals and/or statewide initiatives; prepares graphs and charts for presentations; assists in the preparation of quarterly and year-end financial, program and budget, and legislative reports; assists in review, processing and monitoring of contracts and contract certification processes; inputs and maintains data in computerized system and generates computerized reports; and maintains contract files, and other contract documents and certificates, and monitors validity of documents.

2.Grant Coordination: Coordinates logistics for all aspects of the grant, including meetings and trainings; conducts focus groups with trainees, community members and other City partners to identify program improvements; prepares meeting agendas and disseminates supporting documentation; and ensures follow-up on action items generated at the meetings and identified as improvements. 

3.Grant and Data Analysis: Assists in conducting difficult and complex analysis, procedural, organizational and operational investigations, surveys and/or research relating to grant deliverables through data analysis, shared data systems and policies to better track and coordinate services for the US DOJ OVW or BSFC grant. 

4.Research and Report-Writing:  Oversees production of required grant reports; collects written reports and data points from grant partners, consolidates them into reporting format and forwards to manager for review. Presents reports, findings and recommendations to senior management staff, including formal presentations to community groups, grant partners and commissions.

5.Public Awareness and Public Service Campaigns: Leads coordination of press conferences, public awareness events and outreach campaigns that involve coordination with multiple city agencies, media outlets, and outdoor advertising vendors; drafts press releases; works closely with city officials and community-based advocates to test public outreach campaign messages in advance; provide feedback to campaign designers. Monitors and tracks message reach and outcomes from the campaign through database updates. 

Qualifications

1. Possession of a baccalaureate degree from an accredited college or university; AND one (1) year of professional experience in contract/grant administration, budget analysis, financial analysis and reporting or legislative/policy analysis; OR

2. Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy or a related field.

SUBSTITUTION: May substitute up to 2 years of the required education with additional qualifying experience in contract/grants administration, budget analysis, financial analysis and reporting or legislative/policy analysis. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units.

Desirable Qualifications:

2.Knowledge of federal or private foundation grant claiming and reporting processes.

3.Significant Excel experience in order to efficiently work with data and create complex reports.

5.Strong writing and communication skills, including ability to present complex information in concise and plain terms to large and varied audiences.

6.Experience interacting effectively with diverse communities similar to those found in San Francisco.
