Job Description

The Refuse Rates Administrator leads the City’s rate administration efforts which covers recyclables, non-recyclable waste and compostable materials and serves as the lead in planning and administering Citywide Refuse Rate applications, all related financial compliance monitoring and reporting as well as Refuse Rate Board hearing matters.  This role is responsible for leading complex rate administration, rate application review, analysis, and compliance monitoring, serving as the Controller’s Office lead before the Refuse Rates Board, including the development of proposed Citywide Rate Orders and all related presentation materials.  The position reports to the Deputy Controller and ensures the Refuse Rate Board’s actions along with any/all related Board of Supervisors legislation are timely implemented and proactively ensures policymakers and the Public have timely and complete information to use to assess when future rate hearing proceedings may be needed to promote fair and reasonable rates.

Essential Functions:

  • Leads the review of proposed rate applications, the development of rate application required templates and associated line-item detail requirements.
  • Develops recommended Rate Orders, consistent with San Francisco Charter provisions, and administers approved Rate Orders.
  • Directs the development, implementation and administration of refuse rates and charges, ensuring consistency with all local and state laws and regulations, in coordination with the City Attorney’s Office.
  • Represents the Controller in rate-related matters at the Refuse Rate Board, City Department Commissions, the Board of Supervisors, as well as at community group meetings, workshops, and other rate-related events.
  • Directs, analyzes, and administers any related cost of service/rate application studies and/or compliance reviews in coordination with the City Services Auditor.
  • Supports the development of both short- and long-term rate planning and transparency to help ensure rate affordability, fairness and sustainability.
  • Ensures timely and complete response to rate-related information requests from the Public, Policymakers, City Departments and the Controller.
  • Monitors and provides accurate, consistent, and timely financial, operational, statistical, and related rates information for use by City Departments, Controller’s Office management, Policymakers, and the Public.
  • Monitors compliance reporting and rate, financial statement reporting and audited financial statements of the City’s Refuse Provider(s).
  • Monitors and provides timely public information request and media responses, in coordination with the Controller’s Office Administrative Support & Website Team.
  • Serves in a key leadership role both in terms of supervising a team of skilled professional staff and rate consultants, ensuring analytical completeness and quality assurance.
  • Sets a high standard for quality assurance and quality control for the team’s work product and regulatory support functions.
  • Develops reports for the Public, Policymakers and the Controller and Deputy Controller.
  • Provides direction, assistance and advice to other City and Controller’s Office staff.
  • Performs other complex rate reviews (refuse and non-refuse) and administrative duties, as may be assigned.

Working Relationships

Provides supervision, direction, assistance and advice to other Refuse Rates Administration and Controller’s Office staff, including key collaboration with City Services Auditor staff and as-needed rate, compliance and/or audit consultants. Represents the Controller in rate-related matters at Departmental Commissions, the Board of Supervisors, the Refuse Rate Board, as well as with the Media, San Francisco Ratepayers, Community Groups and to other agencies and regulators.

Qualifications

Bachelor’s Degree in Business Administration, Finance, Public Policy and/or Accounting or closely related field.

A combination of five (5) years of complex rate setting and rates administration experience or complex departmental fee, financial and administration support including responsibilities such as public hearing administration and executive level oversight duties, of which three (3) years must include experience supervising professional staff and consultants.

Desirable Qualifications

  • Experience with regulatory compliance, public transparency and timely reporting and response to the press and public information requests.
  • Experience in complex rate setting and administration, subject to California Propositions 26 and 218.
  • Experience developing rates and rate structures that ensure affordability, fairness, equity, and environmental sustainability by ratepayer type and service.
  • Experience implementing regulation, pilot projects and applying lessons learned.
