The Department of Technology is the centralized technology services provider within San Francisco City & County government, delivering technology infrastructure and services to approximately 33,000 employees and 800,000 residents. The department has an annual operating budget of over $140M and contains over 220 employees. Core service areas include: Infrastructure and Operations, Cyber Security, Service Delivery & Management, Enterprise Applications and Data Platforms, Tech Project Management Office, Public Safety Systems & Fiber, Technology Administration, Policy & Governance and Public Communications.

Job Description

Under the general supervision of the City Chief Information Officer, the Director of Enterprise Application and Data Platforms exercises independent initiative and judgment and provides management of the planning, design, configuration, development, implementation, support and maintenance of enterprise applications that meet the diverse needs of our customer base, while maintaining overall architecture integrity. This position is responsible for the strategic and tactical management of application platforms including: Saleforce, ServiceNow, ESRI/GIS, DocuSign and Business Process Automation (RPA) SaaS applications as well as database platforms, engineering and integration in a services-oriented architecture that includes APIs and web services.

The Department of Technology is seeking an experienced applications and integration Director - this hands-on technologist will collaborate with other technology teams and City leadership to coordinate technology strategies and projects to further the mission of the City. The Director will also represent the department and City on numerous committees and working groups to ensure the requirements and policies of the DT Department are addressed while contributing to the overall success of City technology initiatives. This individual will be a strong thought leader, great people leader and excellent communicator; above all the person is expected to be an excellent collaborator across multiple business stakeholders, vendor partners and the team members.

The ideal candidate will be one who can blend the “how” of technology with the “why” for its applicability and benefit to the City of San Francisco.

Essential Functions

The Director of Enterprise Applications and Data Platforms will have a citywide perspective and deliver systems and data and that will grow the City’s capacity to use and benefit from technology while controlling costs by leveraging commercial software systems and developing modular, re-useable components. Specific duties include, but are not limited to, the following:

  • Define and execute a strategy that both stabilizes the existing applications environment and provides a scalable foundation to pro-actively evolve it in line with projected business growth.
  • Serve as the key technical leader between IT and all business functions dependent on enterprise applications and determine current and future technology needs.
  • Engineer and establish an enterprise systems architecture for commercial applications including platform requirements and integration standards.
  • Oversee the implementation, ongoing use and maintenance of all applications; including functionality and decision-making, by working closely with DT team and department stakeholders to define, evaluate and optimize business processes and integrate processes across applications.
  • Develop benefit/cost analysis for applications and system development projects that considers one or multiple use cases. Lead staff through a cost-benefit assessment of internal and external impacts for new initiatives and client platforms.
  • Direct, manage and oversee for systems analysis, design, development, configuration, testing, security, implementation, change management, documentation, and support user communities for enterprise technical solutions: Saleforce, ServiceNow, Business Process Automation (RPA), ESRI/GIS, and data platforms (Snowflake, Socrata, Oracle).
  • Serve as “hands-on” escalation point to identify and suggest approaches to resolve project issues. Ensure that incidents, events and problems get closed in an efficient and consistent manner.
  • Responsible for developing, distributing, supporting, enforcing, and integrating best practices and technology standards across the organization.
  • Responsible for enabling and implementing analytics and expand the role of the current reporting platform by building system integration and data sharing across commercial platforms with architectures that standardize and simplify data management.
  • Provide thought leadership and innovation to enable and develop forward looking automation solutions that may include IoT (Internet of Things) and AI technologies.
  • Provide strong leadership and proactive coaching to the Division team members through mentoring, career development, interpersonal skills, teamwork ethic, and building leadership skills.
  • Responsible for Division budget and expenditures to ensure procurements and enterprise contracts are well managed within yearly limits.
  • Implement and maintain enterprise application roadmaps, including priorities, resource capacity planning, and timelines to support short and longer-term planning with recommendations for maturation.
  • Ensure operational security of enterprise applications and SaaS by coordinating with the City CISO and Implement and regularly test a robust Disaster Recovery and Business Continuity Plan.
  • Create excellent customer service approaches for delivering services to internal clients and proactively manage business change management that results from implement technology solutions while mitigating risk to the business.
  • Perform related duties as assigned.

Nature of Work

Incumbent must be willing to work a 40-hour per week schedule and may be required to work additional hours when necessary as determined by the department. Travel within San Francisco may be required. The individual hired for this "essential" function/position is expected to answer calls/e-mails via a department-provided mobile device within a reasonable time frame.

Work Location

Incumbent will conduct work in a hybrid environment.  The management team will meet at the Department office (1 South Van Ness) with team members according to the Department schedule and will meet as needed with business partners at city office locations as needed.

Qualifications

1.  Possession of a baccalaureate degree in Computer Science/Engineering or a closely related field from an accredited college or university; AND

2.  Six (6) years of executive level experience in technology or IT consulting practice for organizations of significant scope. The qualifying experience must include a combination of: applied engineering of enterprise/application architectures, implementing and managing a complex IT portfolio, administering SDLC activities, and successful delivery of major products (commercial software systems) and projects; AND

3.  Four (4) years of the above experience must include direct management and/or supervisory experience of professional staff in a large and complex organization.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for- year basis (up to a maximum of two (2) years).  One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications

  • Progressively responsible experience working as an IT Leader & CTO directing multiple complex initiatives, IT projects from engineering through deployment and creative problem solving to deliver excellent customer service.
  • Possess a Master’s Degree in Engineering, Business Administration, Public Administration or related fields.
  • Software development experience including open source.
  • Certifications such as PMI PMP or PgMP, LEAN, ITIL, COBIT, Six Sigma, TOGAF, and/ or similar methodologies.
  • Proven expertise in managing budgets and vendors.
  • Excellent problem solving, root cause analysis skills. Able to readily diagnose system deficiencies and independently design and implement effective solutions to complex technical problems.
  • Executive presence, ability to interact with senior leaders and adapt style as needed for technical or non-technical audiences.
  • Experienced in analyzing project scope and determining resources needed to meet project demand.
  • Experience leading multiple technical initiatives through cross-functional, matrix environments using strong program and project management tools and practices.
  • Strong planning and organizational skills. Detail oriented, decisive and goal oriented to consistently exceed objectives.

Additional Information

Compensation:  $175,864 - $224,484 annually
