POSITION DESCRIPTION:

Under general direction of the Manager of Operations, this position is responsible for the management and operation of the Parking Meter section’s activities related to a citywide program for the installation, removal, and maintenance of the approximately 28,000 parking meters spaces and overseeing the section’s machine shop.

Examples of Important and Essential Duties:

The duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

  • Plans, coordinates, assigns, and supervises, through subordinate supervisors, the work of employees engaged in installation, maintenance, and repair of approximately 28,000 parking meter spaces, overseeing the operation of the Parking Meter Machine Shop and conducting related field surveys and inspections.
  • Develops implements and evaluates procedures and standards for the installation, maintenance repair, and inspection of parking meters; develops and oversees preventive maintenance programs for parking meters; assists in traffic engineering division and the finance division’s long-range planning for parking meter operations throughout the City.
  • Oversite of Parking Meter Operating budget (Approximately 12 million annually, including Collection and Counting reconciliation of approximately +55 million parking meter revenue funds.
  • Monitors and evaluates the performance of subordinate staff; monitors and documents attendance; reviews and approves requests for leave and/or overtime; meets with employee representatives as necessary.
  • Oversees, develops, implements, and evaluates a variety of technical, safety, and customer service training programs for shop and field personnel.
  • Prioritizes and delegates work orders received from Traffic Engineering and other sources; assigns project workflow, makes field inspections, and coordinates completion of work.
  • Coordinates the work of the section with other departmental sections, agencies, and construction programs.
  • Oversees, through subordinate supervisors, Parking meter clerical activities and record keeping; oversees the maintenance of operational, statistical, and other Parking Meter Shop records.
  • Assures availability of materials, vehicles and equipment used in parking meter maintenance operations; supervises the ordering, stocking, and dispensing of materials and supplies.
  • Oversees the general maintenance and security of the Parking Meter / Machine Shop and assigned parking areas of the building that houses the program.

Qualifications

Minimum Qualifications:

  • Possession of a baccalaureate degree from an accredited college or university; AND
  • Five years of experience installing, maintaining and repairing parking meters, other traffic control devices or equivalent work (i.e. street maintenance, traffic sign installation/repair, etc.) which must include three (3) years of supervisory experience; AND
  • Possession of a valid CA Driver License.

Substitution:

Additional qualifying experience installing, maintaining and repairing parking meters, other traffic control devices or equivalent work (i.e. street maintenance, traffic sign installation/repair, etc.) may be substituted for the required education on a year-for-year basis (30 semester units/ 45 quarter units equal one year).

 

Desirable Qualifications:

The stated desirable qualifications may be used to identity candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Ability to manage and coordinate multiple tasks to meet stipulated deadlines.
  • Ability to use quantitative analytical skills to evaluate program performance, resource utilization, and distribution.
  • Knowledge of principles and practices across all SIE subdivisions, administration, fiscal and personal management.
  • Knowledge of modern computer skills necessary for data collection, compilation, analysis, interpretation, report writing, and presentations.
  • Experience in training and development of employees in a large group setting.
  • Experience managing, planning, organizing and directing the activities of a large number of employees.
  • Ability to identify problem areas and evaluate, formulate and implement appropriate solutions to complex issues and problems.
  • Experience in the development of the policies and procedures to improve the operations and functions of a large group.
  • Ability to deal tactfully and effectively with staff, other governmental representatives and the general public.
  • Ability to communicate clearly, effectively and diplomatically in both writing and verbal form to address complex issues concisely and accurately.
