Job Description

With guidance from the Alignment & Guidance Director, this position will serve a leadership role supporting all aspects of community outreach, engagement, and administration of other related ancillary efforts in Economic Support & Self Sufficiency (ESSS). This position will closely collaborate and work in partnership with ESSS programs to ensure that outreach strategies, communications, and resources are accessible, appropriate, and equitable for clients and staff.

The Community Engagement Manager is a dynamic, hands-on position responsible for supporting all related aspects of outreach and community engagement for ESSS Programs with a focus on enriching community engagement strategy, increasing client enrollment, and leveraging best practices in program management, such as continuous process improvement and service alignment to increase our effectiveness.

This position plays a vital role in planning, implementation, and maintenance of outreach strategies while collaborating and working directly with programs for outreach events and operational work to support all aspects of outreach and community engagement.  

The Community Engagement Manager will also support the direction and implementation of the external communication strategy, including the creation of marketing communications for all activities and materials including handouts/flyers, digital communications, and letters/notices that will enhance ESSS image and relationship within the community.

 

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1.       Manages and performs work efforts, contracts, and projects assigned under section;  supervises, trains and evaluates the activities of direct reports and coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.

2.       Closely partners, collaborates, and works with ESSS Programs and other internal and external partners and/or contractors on the planning, developing, and operationalizing of the work efforts under the Outreach and Community engagement section.

3.       Monitors the work of and coaches subordinates to improve performance.

4.       Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.

5.       Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.

6.       Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.

7.       Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.

8.       Assists in developing and implementing policies to ensure the efficient operation of section or program.

Qualifications

1.       Education: Possession of a Baccalaureate degree from an accredited college or university in Social Work, Public Administration, Planning, or another closely related field;

AND

2.       Experience:  Four (4) years of verifiable professional experience working in a large social service setting or community-based organization that provides the administration of benefits to families, adults, and children. This experience includes responsibilities such as eligibility determination, community outreach, program development and/or administration, or related functions.

Substitution of Education: Additional qualifying work experience as described above may be substituted for the required education on a year-by-year basis for up to two (2) years. One year of full-time experience is equivalent to 2000 hours and will be considered equivalent to 30 semester /45 quarter units.

Selection Procedures:

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.

If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process.
